In the Hatter of improve Wabasha Street between Concord Stree-t--to Congress
Street (City Project 95-P-1142) by grading, paving with bituminous,
constructing concrete curb and gutter, driveway aprons, walks, placing
topsoil and sodding boulevards, storm water drainage structures, installing
a lantern style street lighting system, and doing all other work necessary to
complete said improvement.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $285,000
financed by Municipal State Aid $245,000 and Capital Improvement
Bonds $40,000.

That a public hearing be had on said improvement on the 13th
day of March, 1996, at 3:30 o`clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.

This project was initiated by a West Side citizen organizaiion and funded ihrough the 1996-1997 Capitai Improvement
Budget Process. Street lighting improvements are proposed to be made utilizing previously allocated CIB dollars through the
Neighborhood Parinership Program
ADYANTROES IF MPROVED:
A newly rebuilt roadway, wfth new curb and gulter, wi11 restore the drivability of thfa street and corninue our eNorts to Vmprove
the street system in Saint Paui. The wider boulevards created by this proposal will make the lighting improvement possible.
Normal problems associated with construction, such as noise, dust, and general disruption will occur.

The pavement structure will continue to deterioraie, maintenance costs will rise, and the level of service provided by this
street will drop. Cftizen demand for an improved lighting system will not be possible.
