The Council of the City of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is per
connection assessed at the cost in effect at the time of
installation.
2. That a public hearing be had on said improvement on the 13th
day of September, 1995, at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.

ADVANTAGESIFAPPROVED:
The conswction of the storm sewers will reduce combined sewage overflow to the Mississippi River during rains.
Reconstructing the streets at the sarne time saves money and inconvenience to the property owners. All [hree of these streeu are in poor
condition and need reconstruction. These neighborhoods will be enhanced by the improvement of the s[reets.
This projut wil] maintain the historic character of the neighborhood.
D�SADVANTAGES IFAPPROVED:
The costs to both the property owners and the City will be higher than if the sveets were reconsUVCted with asphalt surfaces.
DISADVANTAGES IF NOT APPROVED:
This is part of the City's Nationat Polluuon Dischazge Eliminadon System (NPDES) Permi[. Not proceed'ang with this work may result in
penalties.
These streeu aze in need of improvement, and the neighborhoods now expect that their streeu will be rewnstructed at the time the sewers aze
constructed.
Over $300,000 in Federal (ISTEA) funds would be forFeited.
