The Seventh Place Mall operating and maintenance costs are assessed against properties in
proportion to the £ront footage under an agreement with the Housing and Redevelopment
Authority and City of Saint Paul.
This is an annual procedure. The assessment policy originated to allow the direct
benefitting parties to pay for the maintenance costs and provide uniform maintenance of the
system.
