In the katter of Improve Annapolis Street between Robert Street and Ransas
Street (City Project 95-P-1106) bp grading, paving with bituminous,
constructing concrete curb and gutter, driveway aprons, walks, placing
[opsoil and sodding boulevards, constructing storm sewer, installing lantern
style street lighting and doing all other work necessary to complete said
improvement.
The Council of the City of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $140,000
financed by 1995 Municipal State Aid $128,000 and assessments
$12,000.
2. That a public hearing be had on said improvement on the Sth
day of Apri1, 1995 , at 3:30 o'clock P.M., in the Council
Chambers of the Gity Hall and Court Aouse Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.

MRIATING PROBLEM, ISSUE, OPPORTUNITY (WHO. WHAT, WHEN. WHEFiE, WHY):
This improvement had been envisioned for severai years by the Cily of West St. Paul. In 1993 they approached the other
governmental bodies that have jurisdiction of this street in order to obtain design approval and agreement on cost sharing.
This has now been accomplished tfirough the cooperation of the City of West St. Paul, Dakota County, Ramsey Couniy and
the C'sty of Saint Paul.
The Project will be advertised and the Contract will be let by the City of West St. Paul. The City of Saint Paul will pay fts share of
the costs through an agreement with Ramsey County.
ADVAMAGES IF MPFOVED:
A newly rebuift roadway wili improve ihe drivability of this street and continue our efforts to improve the street system in
Saint Paul. The new street lighting wili aiso improve safety in the area.

Normal problems associated with construction, such as noise, dust, and general disruption will occur.
The City will (ose this opportunity to successfully participate in a joint effort, by several governing jurisdictions, to improve a
border street.
