I of the 3 Saint Paul City Charter 4 5 WI�EREAS, Sec6on 12.12.1 of the City Charter provides that upon receipt of a notice of vacancy for the 6 position of Police Chief, the Council st�all esiablish, by Ordinance, muumum qualifications for such vacant position; 7 and 8 9 WHEREAS, the administration has given written notice of a vacancy in the position of Police Chief to the 10 City Council, 11 12 13 14 15 ]6 17 18 19 20 21 22 23 24 ZS 26 27 28 29 30 31 NOW, THEREFORE, The Council of the City of Saint Paul does ordain: Section 1 That the minimum qualifications for candidates for the vacancy of Police Chief shall be as follows: The Police Chief shall have at least six (6) years experience in an upper level law enforcement command position in a community with a population over 200,000. Strong, innovative, administrative, financial, operational and organizational development skills are important with demonstrated skills in leadership, communication, community relations and the ability to work with a diverse population. Must have a proven record of success in developing labor-mauagement collaboration in a collective bargaining environment and innovative ways of increasing diversity. Demonstrated command and supervision of police personnel is essential. A Bachelor's degree in Crnninal Justice Studies, Public AdministraUon, Management, Business Administration or a related discipline is required. A Master's degree is preferred. Advanced police training such as FBI National Academy, Northwestem Command and Staff Course, Southern Police Insritute or similar schools is desirable. Section 2 Tbat this Ordinance shall take effect and be in force thirry (30) days from and after passage, approval and publication. The City Charter provides that when such a vacancy exists the Council must re- establish the minimum qualifications for the vacancy. This action will fulfill that duty.
