The head of such department sha11 be the parks and recrearion director, who sha11 be appoinYed bv the mayor in accordance with the provisions of the City Charter and shall have such qualifications as the council mav bv ordinance provide. 19 Sea 7A.02. Department functions. 20 21 22 23 24 25 26 27 28 29 30 31 32 33 i4 35 �6 7 � The care, maintenance and landscapin� of all public lands, includine parks, narkwavs, trails, golf courses andplaygrounds. � The care, trimmina and removal of all trees and shrubberies on all public lands and the maintenance, for assessment putposes, of accurate records pertaining to tree trimming. � The administration and maintenance of an arboreal disease control program,�est control pro�ram, and all reforestation and nursery pro ranis, and the care, oreservation and maintenance of all natural areas withiu thepark s sy tem, � The mana2ement and maintenance of a conservatory for arboricultural and floricultural displav. 8 6� The organizing andpro�rammin� of ali recreatianal activities involvin� eg neral 9 public participation in a comprehensive and diversifiedproexam, includin¢ municipal � athletics, senior citizen pro�rams, arts and crafts, and other such pr�ams.
