Resolution approvine total, setting date for public hearing. In the event that nroperty services costs are not naid as ordered in the invoice, the matter shall be referred to the division of real estate The division of real estate shall norifv the cit�council of the amounts owed bv individual oroperties for pronerty services includine the addresses of the individual properties and the �ropertv services provided to each individual pronertv. Unon recei�t thereof the council shall by resolution fix a date for public hearin�at which rime the council shall consider adoptinQ and levyine the properiv services costs. The date of the �ublic hearing shall be at least twentv (20Lvs after the adontion of said resolution. 54 b. Notice of council hearinQ. FollowinQ the adontion of the resolution provided in paraeraoh (al ss above, the division of real estate shall nublish a notice of the hearine in a daily newspaper of the 56 city at least five (5) davs nrior to the public hearine. The notice shall state the date time and place 57 of hearinQ, the oumose of the hearin� and identifv the services vrovided and the pro e�rty to be 58 assessed. 59 6o c. Notice to owner and interested parties. At least ten (10) davs before the hearin� notice thereof 61 shall be sent. Such notice shall inform the recinient of the notice• 62 63 1. Of the nrocedures he or she must follow under the charter in order to appeal the 64 assessments to the district court: and 65 2. Of the nrovisions of Minnesota Statutes Sections 435 193 to 435 195 and the existence 66 of anv deferment procedure established pursuant thereto. 67 68 69 70 71 72 73 74 d. Public hearine; adoption of assessment roll. On the date of the public hearing the council shall meet to consider the adorotion of the proposed propertv services costs The council shall hear all interested narties conceming the �r000sed costs. At such meetine or at anv adjourmnent thereof the council mav amend the nroposed ronerty services costs and shall by resolution adopt the propertv services costs as a snecial assessment aeainst the nroperties which utilized th�ro e�rty services. Snecial assessments levied hereunder shall be nayable in a sinQle installment 75 e. Certification to countv for collection with ta�es After adontion by resolution of the pronertv �6 services costs and assessment rates therefore the city clerk shall transmit a certified copv of said 77 resolution to the countv department of property taxation to be extended on the proner tas list of the 78 countv and collected the followina vear alone with current taxes 79 80 £ Appeal.
