8 Section 43.04 of the Saint Paul Legislative Code is hereby amended to read as follows:

] 1�1) Fire Damaeed Structures Fee Exemotion: In order to encourage the prompt renovation of property,
12 the owner of a fire damaged building may be exempt from paying vacant building fees required
t3 under the chapter; provided, that within thirty (30) days from the date of the fire, the owner at the
14 time of the fire, submits a request for a exemption in writing to the enforcement officer. This
is request shall include the following information supplied by the owner:
16 (�a� A description of the premises.
17 (�b) The names and address of the owner or owners.
I8 (�c) A statement of intent to repair and reoccupy the building in an expedient manner.
19 � An exemption granted under this section shall be valid for no more than ninety (90) days. In
2o the event that the owner of the property at the time of the fire who received an exemption
21 under this section should, at any time after the fire, transfer to another person any ownership
22 interest in the subject properry, the exemption under this section is immediately void and
23 any new owner(s) shall be responsible for paying any required vacant building fees.
24 (2) Buildines Owned bv the Saint Paul Housing and Redevelopment Authority (HRA1 Buildin�s
25 owned bv the HRA are regularlv monitored and maintained by the City of Saint Paul. Therefore
26 these buidlings aze exempt from the re�istration reauirements outlined in section 43 03 (c) and (h�
27 of the Saint Paul Le�islative Code. In addition. the followine registration requirements contained in
28 chapter 43.03 are amended as follows for buildinQS owned bv the HRA:
29 (a) The HRA shall com�ly with the provisions of Chavter 43 03 (b)(1) and (5) and shall not be
3o required to complv with 43 03(b�parap_raphs (2 and (3) In place of the reauirements of
31 43.03 �paraeraoh (4), the HRA shall communicate to the enforcement officer in writing
32 the reason the HRA obtained the buildin� and a statement ex�laining how lone the HRA
33 intends to hold the building and the reason the HRA intends to hold the buildin¢ for that
34 len�th of time. If the intention of the HRA with respect to a buildine changes the HRA
35 shall notifv the enforcement officer in writing
36 {b) In olace of the fees outlined in chapter 43 03 (h) the HRA shall comply with the following
37 fee requirements:
38 [1) The HRA as the owner of a vacant buildin�shall �av a reQistration fee of one
39 thousand dollars ($1.000.001 for the first year the HRA owns a vacant buildine The
40 HRA is exemot from further vacant buildingfees as long as tl�e HRA owns the
41 buildin¢.

{2) The fee shall be paid no later than thirtv (30) davs after the buildin� becomes vacant
or after the IIRA obtains a buildinQ, whichever is later.
(3) If the HRA obtains a buildin� that has outstandin¢ vacant buildin� fees, those fees
shall be naid to the Denartment of Safety and Inspections.
Section 2
This ordinance shall take effect and be in force thirty (30) days following its passage, approval and
publication.
