10 (a) Hours of sale. No sale of intoxicating liquor shall be made after 1:00 a.m. on Sunday nor until 8:00 am.

on Monday. No on-sale shall be made between the hours of 1:00 a.m. and 8:00 a.m. on any weekday.
Notwithstanding the foregoing, an establishment which has received a permit from the state which
authorizes sale of intoxicating liquor or 3.2 percent malt liquor on-sale between the hours of 1:00 a.m. and
2:00 a.m. may make such sales if it has provided a copy of the permit to the director of the department of
safety and inspections. No off-sale shall be made before 8:00 a.m. or after 8:00 p.m. of any day except off=
sale sha11 be pernutted on Friday and Saturday until 10:00 p.m. No off-sale shall be made on Thanksgiving
Day or Christmas Day, December 25. If the sale of liquors is not otherwise prohibited on July 3, the date
preceding Thanksgiving Day or on December 31, off=sale may be made until 10:00 p.m.

(e) Extended Hours During The 2008 Republican National Convention: Norivithstanding the above,
between 12:00 p.m. on August 31, 2008 through 4:00 a.m. on September 5, 2008, licensed establishments
may obtain n RNC 4:00 a.m. pernut. The RNC 4:00 a.m. permit shall allow service, consumption and
display of alcoholic beverages inside on sale establishments until 4:00 a.m. The RNC 4:00 a.m. permit
shall not a11ow consumption, display or service of alcoholic beverages after 2:00 a.m. outdoors including
on any patio or sidewalk cafe. Establishments may obtain the RNC 4:00 a.m. permit under the following
conditions:
(1) Applicant must hold a valid on-sale liquor or on-sale wine license and a license for Sunday
sales.
(2) Applicant must hold a valid perxnit for 2:00 a.m. closing issued by the State of Minnesota.
(3) Applicant must complete an application provided by the Department of Safety and
Inspections and pay the RNC 4:00 a.m. permit fee of Q'' `�9 $5��:� Anv applicant
who obtains or has obtained an RNC 4:00 a.m. perxnit who pays or has paid a hi�her fee
shall be entitled to a refund in the amount of the overpayment. However. an applicant shall
not be entitled to a refund of the fee if the Council sustains an adverse action as a result of
events occurrinQ the extended hours.
