(a) Hours of sale. No sale of intoxicating liquor shall be made after 1:00 a.m. on Sunday nor unri18:00 a.m.
on Monday. No on-sale shall be made between the hours of 1:00 a.m. and 8:00 a.m. on any weekday.
Notwithstanding the foregoing, an establishment which has received a permit from the state which
authorizes sale of intoxicating liquor or 3.2 percent malt liquor on-sale between the hours of 1:00 am. and
2:00 a.m. may make such sales if it has provided a copy of the pernut to the director of the department of
safety and inspections. No off-sale sha11 be made before 8:00 a.m. or after 8:00 p.m. of any day except off-
sale shall be permitted on Friday and Saturday until 10:00 p.m. No off-sale shall be made on Thanksgiving
Day or Christmas Day, December 25. If the sale of liquors is not otherwise prohibited on July 3, the date
preceding Thanksgiving Day ar on December 31, off-sale may be made until 10:00 p.m.

(31 Apnlicant must comnlete an apnlication�rovided bv the De_parhnent of Safetv and
Inspections and pav the RNC 4•00 a m pernut fee of $ 2500 00
(41 In all areas excent the downtown development district and commercial development
districts, applicant establishment must have at least 291 seats as determined bv the
Deuartment of Safety and Insvections.

The State law changed last legislative session to allow municipalities the ability to issue this license. This ordinance grants the City of
Saint Paul the authority to issue these licenses to certain establishments. Restrictions are contai�ed in the ordinance regarding
eligibility for this license.

Chapter 409 Changes:
Added sentence on lines 27-29: "The RNC 4:00 a.m. permit shall not allow
consumption, display or service of alcoholic beverages after 2:00 a.m. outdoors including
on any patio or sidewalk cafe."
Added section (� at lines 40-44: "Presumptive penalties during the 2008 Republican
National Convention: For purposes of the penalty matrix at 409.26(b) and 310.05(m) of
the Saint Paul Legislative code, the presumptive penalty for establishments found to
serve, display, or allow consumption of alcoholic beverages after 2:00 a.m. between
August 31, 2008 and September 5, 2008 when that establishment does not hold an RNC
4:00 a.m. permit is $2,000.00 per incident."
