Planning Administrator's Announcements Larry Soderholm reported on planning-related business at the City Council for last week and their agenda for next week. IV. Comprehensive Planning Committee Consistency Between Metr000litan and Saint Paul Planning—Discussion with Metropolitan � Coancil members Rirstin Beach and Rick Aguilar and staff Denise Engen. (LarrySoderholm, 651/266-6575) � they want to be able to bring everything together so that they can get a complete picture of the metro area as shown in local plans. This is important for being able to work together more effectively as a region. Denise Engen said that she brought more information about water planning, since it is aew as a required chapter of comprehensive plans. This is especially important fflr Saint Paul because it has more of the Mississippi than any other municipality. She also reminded commissioners that the state law requires review by adjacent communiries and allows six months for tfieir review. The law ensures that you have a chance to review you neighbors' plans and they have a chance to review yours. Commissioner Johnson said he has been chairing the task force doing the water chapter for the last yeaz; and his task force has received a lot of support and assistance from Met Council staff. Rick Aguilar said Saint Paul has done a good job with applying for and getting Met Council Livable Communify Grants as well as parks funding. But the competition is growing; -Met Covncil is going to be looking for more innovation. He urged the City Yo work together with Covncilmember Beach and himself and with the stai�to keep the City's competitive edge in their metro grant programs, V. Commissioner Goodlow asked about the nature of the opposition to the project. Commissioner Kramer said that there was oppositioa from an owner of other industriat property who did not want to see this piece of I t properry zoned to residential. Another person was geaerally concerned abouY adding housing in the neighborhood when there were already so many homes for sale, foreclosures, etc. in the neighborhood. A third person had concems about the site plan, and Chuck Repke, the community organizer, relayed this person's coacerns. He was concemed that if he wanted to develop the reaz of his property, he would have to improve Herbert Street all by himse(fratherthan sharing the cost with this adjacent property. Commissioner Nelson asked 'ef ownership of the northem portion of the pazcel is going to be maintained by HRA. He also stated that it looked like I Street had been vacated so there was no access to that northem pazcel, which was also a concem. ' Patricia James said that original(y the HRA was thinking of vacating Herbert Street and then decided not to, so the site plan is not accurate. Neighborhood Planning Committee Central Corridor Zonina Overlay — Adopt resolution recommending approval. (Donna Drummond, 651/266-6556) Donna Drummond gave an update from the public hearing on Mazch 7, 2008. Ms. Drummond first provided an overview of this item. The City Council had approved an interim zoning overlay for the Central Corridor on June 20, 2007, and it will expire on June 2Q 2008. Permanent zoning regulations for the Central Corridor should ideally flow out of the stafion area planning work that is now underway. When the station azea plans have been adopted staff will begin more detailed work on the zoning amendments needed to implement the starion azea planning. Right now it is important that the City maintain some level of transit supportive zoning along the Corridor in anticipation of the funding applicarion this fall by the Metropolitan Council to the Federal Transit Administration (FTA). Tn considering funding for proposed transit lines, the FTA looks at is whether communities along the corridors have Yransit supportive zoning and land use planning in place. Five people spoke at the public hearing. In response to the testimonies, the committee is recammending four revisions to the Interim Zoning Overlay to be carried forwazd as regular Zoning Ordinance amendments. One is to change the Snelling Station boundary. The overlay � has slightly different requirements for properties within a quarter mile of proposed stations and properties that are outside of a quarter mile. The Snelling Station location changed in the Metropolitan Council's planning process over the course of the last yeaz, from being closer to � VII. VTII. IX. � XI. University Avenue Cross-sections with LRT —$rief staff report. (Allen Lovejoy, 651/Z66-622b and Clv�istina Mort-ison, 651/265-6546) Allen Lovejoy presented a PowerPoint on the current designs for University Avenue from the Central Corridor Project Office. Some community concems, like the addition of non-signalized pedestrian crossings and providing a second entrance to each station platform, have been addressed in Preliminary Engineering through the evolving design. However, solutions to these problems, Mr. T,ovejoy said, do require some space in the right-of-way, and that space had to come from on-street parking lanes. The result is a further loss of on-street parking. The staff is beginning to look at parking impacts block by block to see where replacement pazking is critical to commercial viability and what the options are for replacing it. Lovejoy also noted that there would be upcoming public hearings on the Preliminary Engineering work, aithough the dates of those hearings are not finalized. St. Paul H.R.A.1611 Case - 08-031-543 - Rezoning from {1 Light Industriaf to R4 One- Family Residentiat , 1611 Case Ave, between Herbert & Germain Court Patricia James presented the staif report with a recommendation of approval for the Rezoning. Patricia James also stated District 2 recommended approval, and there were O fetter(s} in support, and 0 letter(s) in opposition. Upo� the questions of the commissioners, Ms. James explained that public hearing notices were mailed to property owners, but no consent petition was required for this rezoning. She also exp(ained that the entrance to the gerages comes off the horseshoe-shaped dtiveway. � Mike Ne(son, the applicant, volunteered to answer questions and gave a history of the different development scenarios they exptored for the site. At the questions of the commissioners, Mr. Nelson stated the buildings would be within the height restrictions of the new zoning. Chuck F2epke, stated they were in support of fhe development and explained how they worked witF� Twin Cities Habitat. He also stated one of the neighbors called in opposition because he would have to have Herbert Street improved at his cost to develop his property since the Habitat development would not need to use Herbert. Kris Dyrhaug, 1611 York Ave., spoke in opposition to the rezoning based on the problems they have had in the neighborhood, and the vacant houses already present in the neighborhood. Jean Osteraos, 930 Portland, stated she owns property on Kennard that is zoned industrial. She asked about providing a petition in opposition and was told they could present one when the case goes to City Council. She also asked that the hearing be held over so the neighborhood could respond to the issues. She also voiced concerns pertaining to the rezoning because of the required setbacks, and she stated she did not receive the latest development plans untii 24 hours before the Zoning Committee meeting. At the questions of the commissioners Ms. Ostereaos, expiained property ownership in the area. She and two other owners have discussed ways to develop their praperty for industrial or • mixed use purposes. She stated the proposed development would not increase the tax base like their pofential deve�opment wouid. She stated the neighbors could not buy the property because if never came up for tax forteit auction and the County expiained they were obligated to hold land for HR,4. Minnesota Statutes 15.99 requires that all city action on zoning applications be completed within 60 days of the date the application is made, but aliows the City fo extend this period for an additianal 60 days (total of 120 days). F. HISTORY/DISCUSSION: There is no zoning history for this site. An appiication for a six- unit cluster development for a portion of this property has also been submitted (Z.F. # 08- 032-354). G. DISTRICT COUNCIL RECOMMENDATION: Ristrict 2 had not commented at the time this staff report was prepared. H. FfNDINGS: 1. The Saint Paul Housing and Redevelopment Authority (HRA) owns this property. The HRA proposes to rezone the entire site to R4, One-Family Residential and then split off the southern 140 feet of the parcei to sell to Habitat for Humanity. Habitat proposes to construct six uniis of affordable housing on the southern portion, configured as a ciuster development of two 3-unit structures. 2. The proposed zoning is consistent with the way this area has developed. There is low density residentiai development on three sides of the site. These areas are also zoned R4. 3. The proposed zoning is consistent with the Land Use Chapter of the Comprehensive Plan, which supports a range of housing types in the city (Objective 5.3). The proposed zoning is also consistent with the Housing Pian, which recommends working with partners to enable the construction of affordable housing (Po�icy 6.2), as well as with the District 2 Plan. 4. The proposed zoning is compatible with the surrounding residential land uses. I work two jobs and am unable tA take the time to attend this or the previous meeting. Here are a few of my thoughts and concerns.... * I am in favor of some sort of development, if for no other reason to deter a few people who I've Seen dump trash and unknown liquids in the vacant lot. * I would prefer a nature trail or small park. But I understand these would not generate taxes. * I was relieved to learn that the proposed plan is for six - family units. The last thing this part of Case needs is more large apartment buildings. The ha�c is already heavy and seems to attract lots of the loud speeding vehicles those that live on side streets hope to avoid. It seems Iikeiy we wiil now be adding 6-12 more cars. * I'm not sure how this fits in, but my property value has declined 70,000 dollars in four years. With a 45,000 dollar decline in market and taxable value this year! Yet somehow, my taxes still went up! * With neighborhood property values plummeting, and homes unable to sell, and 90% of my rental applicantr being single-parent families on assistance — will families on the Habitat for Humanity program enhance the neighborhood once the pride of sweat equiry wears thin? Or, wifl they just add to the trend of what seems to be a severely flnanaally-chalfenged neighborhood -- despite what I consider solid and fairly new housing stock? * There are so many people fleeing the East Side for South Saint Paul and elsewhere, that I questlo� what I am doing here, myself. My tenants car was broken into 3 times in 5 months--and iYs an old car. Drugs sales, theft and assaults are common -- increasing property taxes have not had much noticeable effect on these issues. Many of my prospective tenants want nothing to do with my varancy -- once they leam it is o� the East Side. * I wish the neighborhood would improve but I have seen little indication that it is.
