The Council of the City of Saint Paul does ordain: SECTION 1. That the Saint Paul I,egislative Code Section 166.10.02 he amended to read as follows: Sea 16610.02. Restricted residential permit parking areas authorized. The following parking rea lations shall be in effect in the Irvine Park neighborhood: �� o � A. Except by permit or unless otherwise posted, no parking, except holidays, Area 13, on the following streets: ���'�'/ Both sides of Ryan from Elm to Chestnut; The �terior side of Irvine Park; The west side of Walnut from 120 feet south of West Seventh to Exchange; The East side of Elm Street; The North side of Exchange Street from Chestnut to Walnut; B. Initiating Problem, issues, Opportunity (Who, Whay When, Where, Why): 100% of property owners on the south side of Exchange St between Elm and Walnut petitioned to be included in Area 13, the Iivine Pazk resideniial pemvt parking area. Pazking is banned on their side of the street. Many property owners have only a one car garage and pernut parking surrounds them. Advantages It Approved: Residents at 284, 288, 30Q 302, 304 and 306 Exchange St. S. and 278 Shetman St. will be able to pazk on neighboring streets in Irvine Pazk, most likely Elm and Ryan Streets. Disadvantages If Approved: Other Irvine Pazk residenu may have a hazder time finding pazking in front of their residence. Disadvantages If NM Approved: - Two car families and visitors of residents along the south side of Exchange SG behveen Elm and Walnut will continue to have a difficult rime finding available pazking. December 29, 24061:05 PM Page 1 07 Petition to add 278 Sherman Avenue, 284, 288, 300, 302, 304, and 306 Exchange Street S. to Residential Permit Parking Area 13 in the Irvine Park neighborhood. Repuest Patrice Polta, the properiy owner at 300 Exchange Street South, located on the south side of Exchange Street between Walnut and Elm, expressed concerns about the lack of on- street parking in her neigjiborhood. There is no parking permitted on either side of the street abutting her property and most of the surrounding neighborhood is either within Permit Parking Area 13 or Area 7. See attached maps. Residents on the south side of Exchange Street between Walnut and Elm and their visitors often have to pazk several blocks away which can be unnerving after dark and especially difficult when carrying packages ar groceries, and in inclement weather. Public Works received a petition signed by 100% of the property owners on the south side of Exchange between Walnut and Elm, requesting that Area 13 in the Irvine Park neighborhood be extended to include the south side of Exchange Street between Walnut and Elm. Sackground Area 13 was established by ordinance in 1997 as Chapter 166.10 of the Saint Paul Legislative Code. Because of its proximity to downtown, the neighborhood has experienced parking problems due to commuters, customers of the businesses along W. Seventh, and event parking. The original permit area and revisions to the area are as follows: Ori¢inal Permit Area - 1997 Area residents allowed up to 2 vehicle and 2 visitar permits. Except by permit, pazking is limited to 2 hours from 8:00 a.m. to 8:00 p.m. Monday through Friday on the following streets: Both sides of Ryan from Elm to Chestnut Exterior side of Irvine Park Both sides of Walnut from Exchange to the CMSTP R.R. West side of Walnut from West Seventh to Exchange East side of Elm Both sides of Exchange from Chestnut to Walnut, with parking limited to the north side of Exchange Revised Permit Area — 2000 (Current area and restrictions� Area residents allowed up to 6 permits any combination of vehicle and visitor permits. 1) Except by permit, parking is limited to 1 hour from 6:00 am. to 6:00 p.m. except holidays on the following street: Both sides of Walnut from Exchange to the CMSTP R.R. 2) No pazking without pernut except holidays on the following streets: Both side of Ryan from Elm to Chestnut Exterior side of Irvine Park West side of Walnut from 120 feet south of West Seventh to Exchange o �-,� East side of Eim North side of Exchange from Chestnut to Walnut Egisting Parkin� Restricrions in the Area Parldng is very restricted in this neighborhood. Parking Permit Zone 7 abuts Parking Zone 13 which further restricts parking in the area. There are very few blocks in this neighborhood with no pazking restrictions. The few blocks with unrestricted parlang have numerous driveways which further eliminates pazking. This neighborhood competes with West Seventh Street business customers, commuters, and Xcel Center event attendees for the few open spaces. See attached map, Exhibit "A," which shows area parking restrictions which are also outlined below. No Parking is posted as follows: 1) In the alley south of Exchange 2) On the south side of Exchange between Eagle Parkway and Eim Street 3) On the north side of Exchange between Walnut and Sherman 4) On the east side of Ramsey and Sherman between West Seventh and Exchange 5) On both sides of Chestnut between Exchange and Shepard 6) West side of Elm between Exchange and Ryan 7) West side of Ramsey for about 100 feet south of West Seventh 8) West side of Walnut for about 100 south of West Seventh One or two hour parking restrictions are posted as follows: 1) Both sides of Walnut from Exchange to the railroad tracks south of Irvine Park 2) West side of Chestnut between West Seventh and Exchange 3) East side of Walnut for about 100 south of West Seventh 4) West side of Wilkin between Forbes and McBoal Streets with restricted parking due to inclusion in Permit Areas 7 and 13 are shown on attached E�ibit "A." Data Between October 16, 2006 to November 4, 2006 Public Works Traffic Engineering staff conducted a parking study to determine the existing parking conditions in Area 13 around Irvine Park. Currently there are approximately 119 on-street parking spaces for approximately 87 households. The number of households was calculated by comparing records from the Polk City Directory, the Cole's City Directory and the City's AMANDA database. When compared to the number of separate households that have been issued permits, 71 households, the number seems reasonable. These 71 households purchased 84 vehicle permits and 212 visitor permits. See attached Exhibit "B." It is clear that . there are many more pernuts issued than available on-street parldng spaces. On average residents in this area purchase 1 vehicle permit and nearly 3 visitor permits. The mazcimum nuxnber of Special Event permits issued for any given day in 2005 — 2006 was 37 permits. o �-3�' Several field reviews were conducted at different times of the day, and days of the week, includ'ang during events at the Xcel Center and non-event times. These field reviews were conducted to get a better understanding of the relationships between parking spaces, households, permits issued, and actual use, including violations, in order to estimate the impact of adding the peririoned units on Exchange Street. The data shows that the average on-street parking occupancy rate during week days is 23% to 24% with 27 to 28 parlang spaces out of 119 spaces occupied. Evenings and weekends are slightly higher at 32% to 34% with 38 to 40 parking spaces out of 119 spaces occupied. The highest occupancy of 51 % to 56% occurs during events at the Xcel Center with 61 to 67 parking spaces out of 119 spaces occupied. See attached Exhibit « „ Adding the petitioned 15 households into Area 13 will increase the number of households by about 15% from 87 households to 102 households without adding any additional on- street parking spaces. Since no parking is pernutted on the street abutting the petitioned area, the on-street parking spaces will remain at 119. These 15 households have 24 off- street parking spaces far their use, which is about 1 S spaces per unit. If the petitioned 15 households purchase permits at the same rate as the existing permit azea, the number of permits issued will increase from 296 to 354 permits for 119 parldng spaces. Recommendation The addition of 15 households will have ininor effects based on 1) the exisfing 1.5 off-street parking spaces per household in the block which is being added, and 2) low parking occupancy rates as shown in the parking study. The Depariment of Public Works believes this petition meets the critEria of the residential permit parking ordinance. We therefore recommend appmval of including the south side of Exchange Street between W alnut and Elm Streets into residential permit parking zone 13. We further recommend allowing said residents the same privileges of purchasing up to 6 parking permits per residential unit, in any combination of vehicle and visitor permits.
