CLASSIFICATION 8 COMPENSATION STUDY REPORT SUMMARY
May 18, 2006
Background
In February of 2005, the Office of Human Resources received a request from the City Council
Operations Directar to study the analyst, manager and intern levels within City Council Operations.
The following three studies occurred:
1. A study which resulted in the creation of City Council Senior Budget Analyst within the
Non-Represented Salary Schedule;
2. A stndy which resulted in the creafion of City Council Assistant — Houriy located in
Special Employment salary schedule; and
3. The current study of the analyst levels within City Council Research.
The first two studies were completed in April of 2005. These two studies resulted in positions which
needed to be filled in a timely fashion. In May of 2006, the Office of Human Resources completed the
third study listed above.
The City Council Investigation and Reseazch Center (Council Research), created in 1944, has a role that
is closely intertw9ned with the mission of the City Council. Many of the legislative decisions the
Council must make are complex; thus, the Council huns to Council Research for an independent and
objective source of reseazch and policy recommendat3ons to assist them in making these decisions. In
addition to providing research and policy recommendations, Council Research provides other services
such as: the director serves as the Secretaty to the City Council and the Council's negotiator for the
cable communication franchise matters. The director also oversees daily operations for Council staff.
A tenured analyst serves as the legislarive hearing officer. Council Research administers the
Neighborhood Partnership Performance Contract Program (NPPCP), a contract-for-service program
between the City and non-profit organizations that provide social services to citizens. Policy Analysts
also staff a variety of City Council task forces and committees. (77zis paragraph is from the City

The incumbents in the positions studied are not certified City employees. Instead they are appointed to
exempt, unclassified positions. The Director of City Council Operations and the City Council Senior
Budget Analyst also are appointed to exempt, unclassified posirions. The unclassified positions located
in the Non-Represented salary schedule will be listed in future salary schedules with a minnnum and
masimum range and will not indicate a 10-year or 15-year step. Directors will be determining the
starting salaries and subsequent increases and may ask the Office of Human Resources to assist in
determining the appropriate gradeicompensation.

Recommendation
It is recommended that an unclassified Senior Policy Analyst be created and allocated to Grade 20 of
the Non-Represented salary schedule (#17}. (This process includes a resolution, ordinance, and consent
by the Civil Service Commission. See City Charter, Chapter 12, Section 12.03.2)

Sec. 18.01. Legislative hearing ofticer.
In order to hear and decide appeals of orders, decisions or determinarions made by the enforcement officers
relafive to the enforcement of health, housing, building or fire codes contained in the Saint Paul Legislarive Code,
and in order to hear appeals and make determinarions relative to safe pedesh crossing areas under section
156.05 and newsracks under chapter 131 of the Saint Paul Legislative Code, there shall be and is hereby created a
legislative hearing officer. The legislative hearing officer shall be a city employee appointed by the president of
the city council. The legislarive hearing officer shall have the authority to heu appeals to orders, decisions or
detenninarions of the enforcement officers or others and make recommendarions to the city council. The hearing
officer shall not have the power to grant waivers of the Minnesota State Building Code. All matters, orders,
decisions and deternunarions of the hearing officer shall be forwazded to the city council in resolution form
within ten (10) days of the hearing officer's acrions. The city council shall have the authority to approve, modify,
reverse, revoke, wholly or partly, the hearing officer's orders, decisions or determinarions and shall make such
order, decision or determinarion as ought to be made.

Ord. No. 00-550, § 3, which amended § 18.01, becomes effective one hundred eighty (1S0) days from the date of
publicafian, December 18, 2000.
Sec. 18A2. Hearing petirion, filing, fee, notice.
Any properry owner affected by any order which has been issued in connection with the enforcement of a health,
housing, building or fire code, or any rule or regulation adopted pursuant thereto, or any newsrack owner affected
by any decision made pursuant to secrion 131.70(B) of the St. Paul Legislative Code, may request and shall be
ganted a hearing before the legislative hearing officer on all matters set forth in such notice; provided, that such
property or newsrack owner shall first file with the legislative hearing offfcer a written petition requesfing such
hearing and setting forth a brief statement of gounds therefor within ten (10) days after the date the original
notice of code violafions, or within ten (10) days after the date on which notice ofthe newsrack decision under
section 131,70(B), was issued.
The filing fee for such petirion shall be twenty-five dollars ($25.00) except ttiat where there is financial hardship,
the hearing officer may waive this filing fee subject to the approval of the city council.
Upon receipt of such petition, the hearing officer shall set a time and place for such hearing and shall give the
petirioner written nofice thereof. The hearing shall be commenced not later than thiriy (30) days after the date on
which the petition was filed.

Sec. 18.03. Judicial review.
Any person aggrieved by the final decision of the legislative hearing officer may obtain judicial review by timely
filing of an action seeking review of such decision as provided by law in district court.
