THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: �

Section 1 -
Section 376.10 of the Saint Paul Legislative Code is hereby amended to read as follows:
Sec. 376.10. License--Issuauce.
(a) Renewal licenses. Upon satisfactory fulfillment of the requirements of sections 376.08,
376.09 and the following threshold criteria enumerated below, it shall be the duty of the license
inspector to issue licenses to qualified applicants. The threshold criteria shall be:
16 (1) Affiliation with a capable service company that provides 24-hour radio dispatching,
17 advertising, record keeping and other common services to a group of tasicab owners and
18 operators with a minimum of five (5) vehicles using a distinctive colar scheme and company
19 name;
20 (2) Demonstration of financial ability to operate taxicab services;

(3) Adequate level of past service, if any.
(b) New licenses. Any new applicant for a vehicle license shall, in addition to the requirements
above, meet the following criteria:
(1) The vehicle(s) that applicant intends to license must be a maximum of five-years old from the
current model year. Any replacement vehicles must meet these same requirements.
21 The a�plicant must affiliate with a service companv with a minimum of five (51 City of Saint
Paul licensed vehicles. The service company must maintain a minimum of five (5) licensed
vehicles If the number of licensed vehicles drops below five (5), the remainin¢ licenses shall be
revoked.

RE: Approval far Proposed Tasicab Legislation
Please note that the Business Review Council (BRC)Executive Comsnittee received input from
LIEP staff and representatives of the taxicab industry on Mazch 1, 2006, and on March 16, 2006.
On March 1, 2006, the Business Review Council amended Proposal Three making the minimum
number of cabs required to open a taxi operation five instead of the ten proposed. The Executive
Committee moved this agenda item with recommendation for approvaI to the full Business
Review Council.
At our Apri16, 2005, Full BRC meeting the BRC approved the three proposed changes fo
current Saint Paul Legisla6ve Code. The Minutes from these meetings aze attached. Piease

Proposal One:
Requires insurance companies to notify the certificate hoider immediately in writing that a
vehicle is being deleted from coverage under their policy.
Proposal Two:
Would increase the amount of time an individual convicted of a major felony wouid have to wait
in order to operate a cab. This proposal would require persons convicted of a major felony
ineligible to operate a cab ten yeazs from the date of discharge from their sentence rather than
five yeazs from the date of conviction.
Proposai Three:
Would require an applicant for a taxi cab vehicle ficense to affiliate with a service company with
a minimum of five City of Saim Paul licensed vehicles.

Chair Baker then recognized Reid Soley who proceeded to give a presentation on tk�ree proposed
changes to the Saint Paul Legislative Code regazding tasicab regulations in the City, Three untitled
ordinances were distributed. Bob Kessler, Director of LIEP, joined in the discussion.
Quastions and comments from BRC members on the proposed regulations followed.

Ptoposal Two would update disqualifying criininal history, update citations to Minnesota Statutes, and
allow licensure of Wisconsin residents.

Bill Buth moved Proposal Three for approval of the Full BRC. A second was heard.
THE MOTION PREVAILED
Next, Chair Baker began to speak on the Business Review Council's involvement in two sessions heid
March 28, 2006, and March 29, 2006, to gather input from stakeholders regarding code enforcement
activiries in Saint Paul.
The Chair then recognized Mayor Chris Coleman who proceeded to thank members of the BRC far
their service to the City of Saint Paul. He also stated that he looked forward to working with members
of tlie BRC for the next four years.
A questions and answer period with Mayar Caleman followed.
When Mayor Coleman left a discussion period regazding the future of the BRC and a diversificarion
effort followed.
Chair Baker then continued his update regarding the stakeholder input sessions. Chair Baker stated that
this input should be included in future BRC meetings. Pat Igo also attended theses sessions and joined
in the discussion.
Quesrions and comments from BRC members followed.
Christine Rozek then briefly updated members on proposed distance requirements limiting mobile food
vendors from locating directly in front of licensed restaurants. Bob Kessler joined in the discussion.

Next, the Chair recognized Robert Humphrey who proceeded to update members on an E-Mail received
from Craig O'Brien in PED on the former mayor's Small Business Review Policy Council.
Mr. Baker indicated that Mr. Humphrey should invite Mr. O'Brien or a suitable PED representative to
our next BRC Executive Committee meeting to discuss this matter in further detaii.
