An ordinance amending chapter A09.01 of the Saint Paul Legislative Code to allow
3 events held in non-liquor licensed establishments with the use of a liquor caterer.
THE COUNCIL OF THE CTTY OF SAINT PAUL DOES ORDAIN:
Section 1.
Section 409A1 of the Saint Paul Legislative Code is hereby amended to read as follows:
Sec. 409.01. License required; catering approval.

(a) No person shall sell intoxicating liquor for consumption at any time or place in Saint Paul
without a license.
(b) No person holding a catering permit issued by the State of Minnesota who does not have
an appropriate on-sale liquor license issued by the City of Saint Paul shall sell
intoxicating liquor at any time or place in Saint Paul without first obtaining the required
temporary liquor license as prescribed in this chapter. In addition, the holder of a state
catering permit who wishes to obtain a temporary liquor license in the City of Saint Paul
shall provide the following additional information befare the license can be approved by
the Office of License, Inspections and Environmental Protection:

The exact location of the event necessitating the temporary license;
A diagram showing the liquor service area;
The hours of sale and/or service of intoxicating liquor;
The nature of the event or occasion and whether it is public or private; and
The approximate number of participants.
The applicant shall also provide adequate security for the event or occasion, which shall be
described in the application. All requirements of law or ordinance relating to the sale and/or
service of intoxicating liquor shall apply to dish made pursuant to a catering permit and
city temporary license including, but not limited to, insurance coverages.
(c) Any person holding the appropriate Saint Paul on-sale liquor and catering license shall be
pemutted to sell liquor at remote locations if they first obtain an annual special event
license as prescribed in section 331.04 of this Code.

Ld,� Private Events. Any person holdinp a restaurant license under Legislative Code Section
331A.04Ld1 (19�(201(211. (221 or (231, as amended from time to time, that does not also
hold a license to sell li uor ma�request permission from the Office of LIEP to hire a
liauor caterer for a"�rivate evenP' at which a liquor caterer licensed to orovide alcohol in
the Citv of St. Paul mav sell or serve liquor at the non-liquor licensed location. Non-
liquor licensed locations shall hold rorivate events at which liquor is sold, consumed. or
served onlv under the following conditions:
1. The private event can be for no more than one day.
2. The private event shall not be oroen to the public.
3. There shall be no more than three (31 private events in twelve (121
months.
4. The Office of LIEP must be notified in writin 1¢ 5 davs nriar to the �rivate
event. The notification must contain a diagram showin� the liquor service
azea, the hours of service of intoxicatin� liquor, the nature of the event or
occasion and the approximate nuxnber of partlClpants. The fee for such
license shall be as set forth in Saint Paul Leeislative Code & 310.18
5. The restaurant mav hold the event only if it receives written permission
from the Office of LIEP to hold the event. The written permission mav
contain reasonable conditions that must be followed during the event. The
Office of LIEP can refuse to �ive a restaurant permission to host a�rivate
event if: 11 the restaurant has had nrior adverse actions arisinu out of a
private event; 21 the restaurant has previously failed to obtain permission
to host a private event; or 31 the restaurant has had other violations wluch
relate to the licensed establishment.
6. Adverse action can be taken aeainst the restaurant license(sl for any
violations of state or local law that stem from the private event. or for
failure to obtain �ermission to host a private event.
Section 3
This ordinance shall take effect and be in force thirty (30) days following its passage, approval
and publication.
