another location in the citv if the nrevious locarion of the license was acquired bv
vurchase or condemnarion bv a nublic bodv having the nower of eminent domain.

37 (b) Off-sale licenses shall be granted subject to the approval of the liquor control commissioner only to
38 proprietors of exclusive liquor stores, and but one (1) such license shall be issued for every five thousand
39 (5,000) inhabitants in the city.
40 (c) Notwithstanding any other provision of law to the contrary, the city shall not issue any on-sale
41 intoxicating liquor licenses m excess of two hundred (200).
An ordinance amending chapter 409 of the Saint Paul Legislative Code to allow for a
liquor license to be re-issued in a location only if the license was revoked for nonpayment
of license fees and eliminate license redemption.
THE COUNCTL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 409.03 of the Saint Paul Legislarive Code is hereby amended to read as follows: �� Q�`�7
Sec. 409.03. Number of licenses. �
(a) In the downtown business district, and in all commercial development districts as defined in section
17.07.1 of the City Charter, on-sale licenses shall be issued only to hotels, clubs, restaurants and
establishments for the sale of on-sale liquors exclusively. In all other areas of the city, licenses shall be
issued only to hotels and restaurants, pxovided however, that establishments holding licenses on Aueust
16, 1995 .. . - shall not be affected by this limitation, but
shall be enritled to have such licenses renewed so long as they are in compliance with all other
requirements of law and there exist no grounds for adverse actions against such licenses. Notwithstanding
the foregoing, the followin¢ excenrions shall anply_
