An o� an amending Chapter 60 of the Saint Paul Legislati� Code
pertaining to zoning for the City of Saint Paul and the mning maps thereof:
W HEREAS, Pursuant to Minnesota Statutes §462.357 and §64.400 of the Legislative Code, Ayd
Hall LLC duly petitioned to rezone 1047 7th St W, being legally described as LEMKES
SUBDIVISION LOT 6, PIN 112823410015, from RM-1 (Medium-density Multiple Family Residential)
to 62 (Community Business); the petition having been certified by the Pianning Division on August
15, 2006, as having been consented to by at least 67 per�ent of the owners of the area to be
rezoned, and further having been consented to by at least hw-thirds of the owners of the property
situated within 100 feet of the total contiguous property within one year preceding the date of the
petition; and
WHEREAS, the Zoning Committee ofthe Planning Commission held a public hearing on August 31,
2006, for the purpose of considering the rezoning petition, and pursuant to §107.03 of the
Administrative Code, submitted its recommendation to the Planning Commission for approval; and
WHEREAS, the Planning Commission considered the rezoning petition at its meeting held on
September 8, 2006, and recommended approval to the City Council; and
WHEREAS, notice of public hearing before the City Council on said rezoning petition was duly
published in the official newspaper of the City on September 25, 2006, and notices were duly mailed
to each owner of affected property and property situated wholly or partly within 350 feet of the
property sought to be rezoned; and
WHEREAS, a public hearing before the City Council having been conducted on October 4, 2006, at
which all interested parties were given an opportunity to be heard, the Council having considered all
the facts and recommendations conceming the petition; now, therefore
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That the zoning map of the City of Saint Paul, Sheet Number 27, as incorporated by reference in
§60.301 of the Saint Paul Legislative Code, as amended, is hereby further amended as follows:

WHEREAS, Ayd Hall, LLC., File # 06-124-420, has applied for a rezoning from RM-1 (Medium-density
Multiple Family Residenfial) to B2 (Community Business) under the provisions of §61.800 of the Saint
Paul Legislative Code, on property located at 1047 7th St W, Parcel Identification Number (PIN)
112823410015, Iegally described as LEMKES SUBDIVISION LOT 6; and
WHEREAS, the Zoning Committee of the Planning Commission, on August 3'I, 2006, held a public
hearing at which ail persons present were given an opportunity to be heard pursuant to said
application in accordance with the requirements of §61.303 of the Saint Paul Legislative Code; and
WHEREAS, the Saint Paul Planning Commission, based on the evidence presented to its Zoning
Committee at the pubiic hearing as substantially reflected in the minutes, made the following findings
of fact:
1. The appiicant seeks to rezone this property from RM1 to B2. Currently, there is a single family
house on the property. The applicant would like to use this property as a location for additional
surface parking, to serve the adjacent mixed use building located at 1035 West 7�' Street.
2. The proposed rezoning is consistent and compatible with the way the area has developed. West
7� Street has a mixture of zoning districts and land uses along its northern side, including the
• existing B2 zoning to the east as wet{ as the existing ftM1 and other residentiaf land uses to the
west of this property. There is also TN2 and 63 zoning on the south side of West 7`", with a range
of land uses.
3. The proposed rezoning is consistent with the comprehensive plan and other plans. Rezoning this
property to B2 is consistent with the Council-adopted Fort Road Development Plan. This site falls
within the Randolph [Avenuej node and `West Seventh Street Corridor' subnode of this plan, which
has as main goals the improvement of the streetscape and the strengthening of the market for
existing businesses. Relevant development principles for this Corridor include:
� Focus redevelopment around the key intersection of the node, West Seventh and Randolph.
• Create new off-street parking for existing businesses, where feasible.
• Work with business owners as potentia! developers and retain established businesses that
strengthen the neighborhood;
� Look for infill opportunities on other "target" blocks.
• New development shall resutt in no nef loss of off-street parking.
4. A small extension of 62 zoning onto this property will have no adverse im�act on the surrounding
area, given the sizeable amount of B2 zoning on the north side of West 7 Street. Any future
redevelopment proposed for this property (under 62) will be subjected to site plan review, which
will include a consideration of the site plan's consistency with the Fort Road Development Plan's
objectives for the area.
S.The property cannot be used for accessory off-street parking for the adjacent commerciai building
under the current RM1 zoning. Since the property is located on West 7 Street, an "A" minor arterial in
the Transportation Chapter of the Comprehensive Plan, rezoning the site to VP (Vehicular Parking)

petition are determined and presented to the applicant.
