authorize pazk security officers to issue tags for ordinance violarions occuning
within the parks or property under the jurisdiction and control of the Division of
Pazks and Recreation
THE COI3NCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Secuon 19 of the Saint Paul L.egisladve Code is hereby amended to read as follows:
Sec. 19.01. Power of inspectors to issue smmnonses.
All duIy appointed, qualified and acting inspectors of either the departments of the City of
Saint Paui or the board of water commissioners shall have the same power as possessed by police
officers of the city to issue summonses in the same manner and with the same force and effect as
summonses issued by police officers, but such summonses shall relate only to violations of the
Saint Paul I.egislative Code relating to building construction, operarion and maintenance; f'ire
and fire prevenfion; public health and sanitation; water code; and zoning, and the provisions of
the Minnesota Code of Agency Rules enfo�ed by the division of public health. Said summonses
shall be such form as approved by the Ramsey County Municipal Court.
Section 19.02. Power of pazk secuxity officers to issue summonses.
All duly appointed, qualified and actine nark securitv officers shall have the nower to
issue summonses in the same manner and with the same force and effect as summonses issued bv
uolice officers. but such authoritv shall be limited to viola6ons of the Saint Paul Leeislauve Code
which the officers observe occumne on property under the jurisdiction or control of the Division
of Pazks and Recrearion of the Citv of Saint Paul. Said summonses shall be in such form as

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
The Division of Pazks and Recrearion needs and requesu the authority to issue citations for violations of City ordinances regazding
proper behavior within the City pazk system
AdvanWS�es If Approved:
Pazks & Recreation will be able to respond to complaints from the public regazding inappropriate behavios and activity in the pazks.
This authority will provide Pazk Security Officers with the necessary enfarcement tool to issue citations to those park usexs who violate
ordinznces established to keep our pazks safe, secure and clean. Tlus will also allow Pazks & Recreation to respond promptly to
complaitns and provide ongoing enforcement efforts designed to establish a presence in the puks.
DisadvaMages If Approved:
Citizens and visitors who violate such as dogs off leash and parking on the grass will be issued a citation with a coaesponding fine.
Disativantaaes If Not Approved:
Violations of City ordinance on pazk land will continue to go unenforced. Complaints will not be addressed and the perception will
prevaIl that the pazks aze not safe and the Ciry is unresponsive to citizen concems.
