3 with Minn. Stat. §410.12, Subd.7.

5 THE COUNCIL OF'I`I3E C1TY OF SAINT PAUL DOES ORDAIN:

7 Section 4.02 entitled "Quorum and Rules" currently reads as follows:

9 A majority of the council shall constitute a quorum, but a smaller number may adjoum from time
10 to time and compel the attendance of absent member under such terms and penalties as the
11 council may prescribe. The council shall detemune its own rules and order of business and shall
12 keep minutes of if its proceedings. The minutes shall be a public record. (Emphasis added)

14 The proposed revision is to remove the emboldened and underlined "if'.
15
16 This ordinance, upon recommendation of the Charter Commission of the City of Saint Paul,
17 having been passed unanimously by an affirmative vote of all members of the City Council, shall
18 be effective 90 days after its passage, approval and publication.
