Sec. 175.03. Plant pest control program.
It is the intention of the council of the City of Saint Paul to conduct a program of plant pest control
pursuant to the authority granted by Minnesota Statutes, Section�$:63 This program is
directed specifically at the control and elimination of ,
�eetks shade tree disease and is undertaken at the recommendation and under the direction of the
commissioner of agriculture. The city forester shall act as coordinator between the commissioner of
20 agriculture and the council in the conduct of this program. The city forester, under the direction of the
21 director of the department of community services, is authorized to perform the duties and exercise the

powers as set out in this chapter.
Sec. 175.05. Abatement, procedures.
(c) Costs to be assessed. The city forester shall keep a record of the cost of abatements done under this
section and, on or before September 1 of each yeaz, shall report to the real estate division of the
department of public works all work done for which assessments aze to be made, stating and certafying
the description of the lots and pazcels involved and the amount chargeable to each lot and pazcel. The
total costs of this abatement including the administrative costs incurred by the real estate division of the
department of public works in processing the abatement shall then be assessed against the affected real
properry in the manner provided for in Chapter 14 of the City Charter and shall be collected in
accordance with those applicable provisions contained in Chapter 64 of the St. Paul Administrative
Code; provided, however, that these assessments shall be payable in not to exceed fxve-(3j ten 10
annual installmentc.

Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why):
In recent months, the City's Forestry section of the Division of Parks and Recreation has needed to remove a growing number of Dutch
Elm-diseased trees from both public and private properties. Private property owners have the option of the City removing their trees
and paying for the cost through assessments. In some cases the cost is high. This ordinance amendment would extend the term for
paying off the assessment from 5 to 10 yeazs, thus lowering the annual payment to property owners.
AdvantaSles If Approved:
The City will be abie to extend the assessment term to the benefit of property owners. The City will also collect additional funds
through more interest payments.
DisadvanWqes If Approved:
None. The City will stiR be able to collect assessments for tree removal work. Owners still have the oprion of paying for the removal
without assessment, and if through assessment they may pay off in less than 10 yeazs if desired.
Disadvantaqes If Not ADDroved:
Property owners will be required to pay for tree removal within a 5-year period, which can very costly on an annual basis. The City
would not collect additional interest.
