WHEREAS, Pursuant to Minnesota Statutes §462.357 and §61.800 of the Legislative Code, University
Carleton, LLC, in Zoning File #05-059-134, duly petitioned to rezone the area bounded by University
Avenue, Carleton Street, Charles Avenue, and Hampden Avenue, legally described as Beginning at the
most Westerly corner of Lot 52, Hewitt's Out Lots 1st Division, thence Northeasterly along the said Lot
52 on an assumed bearing of North 45° 02' 31" East, 310.00 feet; thence South 45°East, 809.06 feet;
thence South 15° 56' West, 177.10 feet; thence South 45° 02' 31" West, 155.12 feet; thence North 45°
West, 895.00 feet to the point of beginning; Parcel Identification Numbers(PINs) 29-29-23-43-0068 and
0069; 29-29-23-43-0072 through 0074; 29-29-23-43-0084 and 0085; 32-29-23-12-0002 and 0003;

WHEREAS, the Zoning Committee of the Planning Commission held a public hearing on February 17,
2005, for the purpose of considering the rezoning petition, and pursuant to §107.03 of the
Administrative Code, submitted its recommendation to the Planning Commission for approval; and
WHEREAS, the Planning Commission considered the rezoning petition at its meeting held on February
25, 2005, and recommended approval to the City Council; and
WHEREAS, notice of public hearing before the City Council on said rezoning petition was duly
published in the official newspaper of the City on March 10, 2005, and notices were duly mailed to
each owner of affected property and property situated wholly or partly within 350 feet of the property
sought to be rezoned; and
WHEREAS, a public hearing before the City Council having been conducted on April 6, 2005, at which
all interested parties were given an opportunity to be heard, the Council having considered all the facts

� The applicant, University Carieton, LlC proposes the developmenf of a multi-family residentiaf
roject on the site of the former Johnson 8rothers Liquor warehouse complex. The subject
property is a 6.2 acre site bounded by University Ave., Carieton St., Charles Rve., and Hampden
Ave. 7he project would be done in two phases. Phase 1 would include the_rehabilitation of three
nisioric warenouse ouiidings into i7 i uniis oT rentai housing. Phase 2 would include the
construction of two new muiti-family buildings with approximately 184 additional units of rental
housing. One of the Phase.2 buildings may include a smalt amount of retaii space. The Pfiase_2
buildings wouid include underground parking.
The site currently includes three brick warehouses consfrucfed in the ear(y 20�' century, along
with severa! mid-century and late-century additions that provide additional warehouse space and
link the three origina! buildings. The proposed redevefopment will demolish aii but the arigina!
fhrez brick bui(dings. The fhree o�iginal 6uifdings fo remain are considered contributing buildings
to tha proposed University-Raymond historic disfricf.
2. The appiicant proposes to ehange the zaning of this property from C1 (Light lndustrial) to TN3
(Traditionai Neigh6orhood). The intent of fhe TN distriets is to support compact, pedestrian-
oriented commerc�al and residential development that can support and increase iransit usage.

proposed use, density and pedestrian-orientation of the deve{opment, and the use of
underground parking for a portion of fhe required parking are consistent with TN3 guidelines.
3. The proposed redevelopment and zoning change are supported by the Saint Paul
Comprehensive Plan. The City's Land Use Plan and Housing P{an chapfers both support
increased housing density and jobs a{ong fhe UniversityAve, corridor, taktng advantage of its
status as the city's primary transit corridor. Also, the Raymond/Universify area (Raymond 1s one
b(ock west of the project site) is identified as an "urban vi(lage redevelopment opportunity site" in
the Land Use Plan:
4. T1�a area in front of the two-btock site has been te�tativefy identified as the locafion for a future
light rail transit stop. The proposed development wilt locate apnroximately 355 new households in
close proximfty to the planned stop, thereby contri6uting to the ridership base fior this p(anned
transit improvement.
5. The proposed rezoning will not have an adverse impact on the surrounding area. The proposed
pro}ect and razoning are consistent with the existing mixed-use nature nf Ehe RaymondlUniversity
area,_which includes retail, office,_ and residentia! uses. ln additior�, afthough the immediately
adjacent biocks are zoned cammercial and industriaf, the Soutti St. Anthony Park residential
neighborhood begins just one block to Ehe northwest of the project site. �

western Minnesota. He said there aze many things going on and that Minnesota is a leadez in

Donna Drummond presented the staff report with a recommendation of approval for the Rezoning. She also
stafed District 12 recommended approvai.
At the question of Commissioner Kramer, Ms. Drummond explained that the variance would not be good
wifhout the rezoning.
At the question of Commissioner Alton, Ms. Drummond stated that the T�3 District has a maximum density of
44 unifs per acre and the project is about 52 units per acre. The applicant proposes to reconfigure the
property into five parcels. The easternmost parcei is planned to have a mixed-use building, which does not
� e a density requirement but must meet a floor area ratio requirement. The remainder of the property would
eveloped for multi-family buildings, and it is that portion of the property that exceeds the maximum densify

A. PURPOSE: Rezoning from 11 (Light Industrial) to TN3 (Traditional Neighborhood) for a
residential mixed-use development.
B. PARCEL SIZE: 6.2 acres (270,790 sq. ft.)

F. HISTORYIDISCUSSION: Johnson Bros. Liquor Co. operated out of the two-block warehouse
complex on University Ave. for many years before moving its operations to 4999 Shepard Rd.
several years ago. Johnson Bros. Liquor Co. still owns the University Ave. property and has
rented out space to small warehouse, office, and refail users in the interim while it irivestigated
redevelopment options. It has decided to team with Dominium Development and Acquisition
(developers of the 808 Berry Place residential project just 1/2 mile west) to redevelop the liquor
warehouse complex for a multi-family housing development.
G. DISTRICT COUNCIL RECOMMENDATIOId: The St. Anthony Park Community Council had not
taken a position on this application as of the date of the staff report.
N. FlNDINGS:
The applicant, University Carleton, LLC proposes the development of a multi-family residential
project on the site of the former Johnson Brothers Liquor warehouse complex. The subject
property is a 6.2 acre site bour�ded by University Ave., Carleton St., Charles Ave., and
Hampden Ave. The project would be done in two phases. Phase 1 wouid include the
rehabilitation of three historic warehouse buildings into 171 units of rental housing. Phase 2
would include the construction of two new multi-family buildings with approximately 184
additionai units of rentai housing. One of the Phase 2 buiidings may include a small amount
of retail space. The Phase 2 buildings would include underground parking.

The site currently includes three brick warehouses constructed in the early 20"' century, along
with several mid-century and late-century additions that provide additional warehouse space
and Iink the three originai buildings. The proposed redevelopment wili demolish all but fhe
originai three brick buildings. The three original buildings to remain are considered
contributing buildings to the proposed University-Raymond historic district.
The appiicant proposes fo change the zoning of this property from�l1 (Light Industrial) to TN3
(Traditional Pleighborhood). The intent of the TN districts is to support compact, pedestrian-
oriented commerciai and residential development that can support and increase transit usage.
The current zoning does not perm+t muiti-family residentiai buitdings or mixed commercial-
residential buildings where less than 50% of the first floor is devoted to commercial use. The
proposed use, density and pedestrian-orientation of the development, and the use of
underground parking for a portion of the required parking are consistent with TN3 guidelines.
The proposed redevelopment and zoning change are supported by the Saint Pau1
Comprehensive P�an. The City's Land Use Plan and Housing Plan chapters both support
increased housing density and jobs along fhe University Ave. comdor, taking advantage of its
status as the city's primary transit corridor. Also, the Raymond/University area (Raymond is
one block west of the project site) is identified as an "urban viilage redevelopment opportunity
site" in the Land Use Plan.
4. The area in front of the two-block site has been tentatively identified as the location for a
future light raii transit stop. The proposed development will locafe approximately 355 new
households in close proximity to the planned stop, thereby contributing to the ridership base
for this planned transit improvement.
5. The proposed rezoning will not have an adverse impact on the surrounding area. The
proposed project and rezoning are consistent with the existing mixed-use nature of the
Raymond/University area, which includes retail, office, and residential uses. In addition,
although_the immediately adjacent blocks are zoned commercial and industriai, the South St.
Anthony Park residential neighborhood begins just one block to the northwest of the project
site.
STAFF RECOMMENDATION: Based on the above findings, staff recommends approval of the
rezoning from 11 (Light Industrial) to TN3 (Traditional Neighborhood).

The University Carleton Development Limiied Partnership (UCDLP) proposes

housing. The subject property comprises 6.22 acres and is located on the north
side of University Avenue West between Carleton Street and Hampden
Avenue. It is border.ed on the north by Charles Avenue.

The current condition has three brick warehouses constructed in the early 20`"
century with several mid-century and late-century additions that provide
additionat warehouse space and tink the three original buildings. The proposed
development will demolish all but the original three brick buildings. The three
original buildings to remain will be contributing buildings to the historic district.
Under phase I, the west most building at 2341 University Avenue West will
have the historic street froms restored and a new addition to the north to
provide an elevator and stair core. The interior will be remodeled to loft style
for lease Work-force apartment uniu. The buildings at 2285 and 2295
University Avenue West will have the historic street fronts restored and a new
addition constructed between them toward the north side of the property to
provide elevator and stair core as weil as community space. The interior will
be remodeled to loft style for lease Live-Work apartment units.
Under phase II, new multi-family housing wiil be construtted in the open lot
between 2295 and 2341 University Avenue west. It will have underground
parking to serve the phase II housing as well as to supplement phase 1 housing.
Also under phase II, the east end of the site, at the corner of Hampden Avenue
and University Avenue West, new multi- family housing will be constructed with
underground parking. This may atso include a commerciat reuil component.
