HISTORYIDISCUSSION: Johnson Bros. Liquor Co. operated out of the two-block warehouse complex on University Ave. for many years before moving its operations to 4999 Shepard Rd. several years ago. Johnson Bros. Liquor Co. still owns the University Ave. property and has rented out space to small warehouse, office, and refail users in the interim while it irivestigated redevelopment options. It has decided to team with Dominium Development and Acquisition (developers of the 808 Berry Place residential project just 1/2 mile west) to redevelop the liquor warehouse complex for a multi-family housing development. G. DISTRICT COUNCIL RECOMMENDATIOId: The St. Anthony Park Community Council had not taken a position on this application as of the date of the staff report. N. FlNDINGS: The applicant, University Carleton, LLC proposes the development of a multi-family residential project on the site of the former Johnson Brothers Liquor warehouse complex. The subject property is a 6.2 acre site bour�ded by University Ave., Carleton St., Charles Ave., and Hampden Ave. The project would be done in two phases. Phase 1 wouid include the rehabilitation of three historic warehouse buildings into 171 units of rental housing. Phase 2 would include the construction of two new multi-family buildings with approximately 184 additionai units of rentai housing. One of the Phase 2 buiidings may include a small amount of retail space. The site currently includes three brick warehouses constructed in the early 20"' century, along with several mid-century and late-century additions that provide additional warehouse space and Iink the three originai buildings. The proposed redevelopment wili demolish all but fhe originai three brick buildings. The three original buildings to remain are considered contributing buildings to the proposed University-Raymond historic district. The appiicant proposes fo change the zoning of this property from�l1 (Light Industrial) to TN3 (Traditional Pleighborhood). The intent of the TN districts is to support compact, pedestrian- oriented commerciai and residential development that can support and increase transit usage. The current zoning does not perm+t muiti-family residentiai buitdings or mixed commercial- residential buildings where less than 50% of the first floor is devoted to commercial use. The proposed use, density and pedestrian-orientation of the development, and the use of underground parking for a portion of the required parking are consistent with TN3 guidelines. The proposed redevelopment and zoning change are supported by the Saint Pau1 Comprehensive P�an. The City's Land Use Plan and Housing Plan chapters both support increased housing density and jobs along fhe University Ave. comdor, taking advantage of its status as the city's primary transit corridor. Also, the Raymond/University area (Raymond is one block west of the project site) is identified as an "urban viilage redevelopment opportunity site" in the Land Use Plan. 4. The area in front of the two-block site has been tentatively identified as the location for a future light raii transit stop. The proposed development will locafe approximately 355 new households in close proximity to the planned stop, thereby contributing to the ridership base for this planned transit improvement. 5. The proposed rezoning will not have an adverse impact on the surrounding area. The proposed project and rezoning are consistent with the existing mixed-use nature of the Raymond/University area, which includes retail, office, and residential uses. In addition, although_the immediately adjacent blocks are zoned commercial and industriai, the South St. Anthony Park residential neighborhood begins just one block to the northwest of the project site.
