THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. Section 45.03 of the Administrative Code is amended to read as
follows:
Section 45.03 Lobbyists
� No lobbyist sha11 engage in lobbying activities without
prior authorization by resolution of the city council.

consistent with the city's Federal Legislative Agenda or
State Legislative Agenda. All contracts retaining a
lobbyist, except lobbyists who are city employees, must
be in writing and must include by express reference the
provisions of this chapter.

Deaz Council President Lantry and Councilmembers:
I strongly disagree with the changes you have recommended to Saint Paul's
administrative code as it relates to the ability of volunteer citizen committee and boazd
members to communicate with the legislature or other governmental bodies and
therefore, pursuant to Charter Sections 6.08 and 6.09, I am vetoing Council File OS-398.
On several occasions I have shared with you my firmly held belief that citizens of our
community who volunteer countless hours of their time to help advise the Mayor, the
City Council, and others on a myriad of issues affecting the quality of life in Saint Paul
are the lifeblood of our community and their input should not be stifled.
Since being elected Mayor of Saint Paul, I have worked extremely hard to recruit talented
individuals with a great love for our city and pride in our community to serve on our
advisory boazds and commissions and I am proud of the outstanding work they do.
I am troubied by the situation that brought about this ordinance change. I believe that
whether or not we as elected officials agee with the heartfelt positions of our volunteer
committee and board members, they have a right to share those opinions with us, and
with others.
It is my hope that we can continue to encourage members of our community to volunteer
their time and talent by participating in our committee and board opportunities and we
clearly articulate our support and appreciation for their efforts.
