An Administrarive Ordinance placing the position titled City Council Chief Budget Analyst, in the
unclassified service pursuant to Section 12.03.2(H) of the City of Saint Paul Charter.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That it is appropriate and desirable to place the position titled City Council Chief
Budget Analyst in the unclassified service.
Section 2. That pursuant to Section 12.03.2(H) of the City Charter, such position shall be
established in the unclassified service of the City of Saint Paul by ordinance with the consent of the
Civil Service Commission.
Section 3. That appointment to such position shall be made by the City Council ofthe City of
Saint Paul and incumbents shall serve at the will and pleasure of the City Council.
Section 4. This ordinance shall take effect and be in force 30 days from and after its passage,
approval and publication, including approval by the Civil Service Commission.

The City Council has requested that the Office of Human Resources study the proposed new unclassified position tiUed,
City Council Chief Budget Analyst. The Office of Human Resources evaluated the duties and responsibilities of the
pzoposed position and applied the City's QES Job Evaluations System. The study supports the creations of this position
which will provide the City Council with a posirion which performs highly responsible professional work anaiyzing
and managing the budget process for the City Council.

Approval of this ordinance will establish a position which wili assist the City Council in making well-informed decisions
about the City budget.

This is an unclassified position. This class specification is advisory only and is not covered by
any provisions of the Civil Service Rules. This position performs highly responsible
professional work analyzing and managing the budget process for the City Council. It will also
serve as a senior policy analyst to the City Council reporting to the Director of Council
Operations.
Managing the budget process includes analysis of the City budget, staffing the Council Budget
Committee and working with the Office of Financial Services throughout the Council budget
process. This position will recommend and install techniques and new procedures that will
improve the operation of the City Council budget process. It also involves working with the City
Council Members, aides, policy analysts, deparhnent and office directors and others on issues
related to the City budget.
As a senior policy analyst, this position will manage analytical and policy development proj ects
assigned by the City Council on a variety of local governrnent issues, producing and presen6ng
analytical reports, and resolutions and ordinances.

Works under the general guidance and direction of the unit head.

Competencies
Demonstrates an understanding of the full range of theories, principles, terms, procedures
and policies of the City Council including government accounting principles, City budget
practices and procedures, and financial plamiing and analysis.
Demonstrates the ability to analyze complex government budgets, to resolve difficult and
complex challenges associated with professional accounting and analysis work, and to
work with others toward the resolution of those problems.
Demonstrates a full understanding of policy and budget analysis, economic models, cost-
benefit analysis, process mapping, systems analysis, financial planning, etc.

budget authority.

Requirements
Bachelor's degree with at least five years' professional experience in financial analysis,
budgeting, or auditing with at least 2 years at the Accountant III or Budget Analyst level or
equivalent experience analyzing complex governmental accounting and budgets.
Desired Qualifications:
• Master's degree in Public Administration, Finance, Business Administration or
equivalent and
• Registrarion as a Certified Public Accountant, Certified Intemal Auditor, Certified
Management Accountant or equivalent experience.
