Studies of various City neighborhoods have recently taken place in keeping with the City's strong tradition of neighborhood area planning. In 2002 and 2003, the planning commission coordinated three task forces which studied land uses and zoning along the Riverview Transit Corridor with one of the task forces, charged with studying the W. 7th segment, produced a schematic redevelopment plan for the W. 7th- Randolph-A.D.M. study area. In January 2004, the planning commission reported a schematic redevelopment plan to the City Council which recognized that several properties within the study area are currently occupied by aging, low-intensity industrial land uses which hold great promise for redevelopment. The City Council is now reviewing the schematic redevelopment plan's recommendations for adoption as part of the City's Comprehensive Plan. In 2004 the planning commission will follow up the plan with recommendauons to the City Council on rezoning various pazcels of land in the W. 7th-Randolph-A.D.M. study azea. Pending the complerion of action on the study and the planning commission's recommendations to amend the City's comprehensive plan and zoning code and the City Council's adoption of such recommendations, and for the overail purpose of protecting the City's planning process, a moratorium of limited durarion must be enacted for the purpose of prohibiting developments which may be inconsistent with comprehensive plan development and zoning code objectives for the W. 7th-Randolph-A.D.M. study area. FU�15H� ���. ` �(�, l�/ 3^LY-ov _, (y�1-39� 2 Section 2 4 Moratorium imposed: lands affected: Pending completion of the said study and any 5 other necessary studies or study recommendations, and the adoprion of any amendments to the 6 comprehensive plan and zoning code based upon the study or studies, as provided under Minn. 7 Stat. § 462355, Subd. (4), the issuance of approvals for plats, lot splits or building and zoning 8 permits for any parcel of land or part thereof within the areas of the W. 7`�-Randolph-A.D.M. 9 azea, as set forth below, shall be prohibited for a period of time not to exceed twelve (12) months 10 from the effecrive date of this ordinance. Unril such time as said study has been completed and 11 the Council has reviewed its recommendations for possible adoption, ciry departments receiving 12 written applicarions for the approvals noted above shall accept the applications and immediately 13 process them in accordance with the provisions of Minn. Stat. § 15.99, Subd. 2 and with the 14 intent of this interim ordinance. The lands affected by this interim ordinance shall be within the 15 following boundary: From the intersection of Osceola St. and W. 7"' St. northwest to Jefferson, 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 from Jefferson east to Erie, from Erie south to 7ames, from James east to Duke, extending from Duke south to Randolph, east on Randolph to Shepard Road, west on Shepazd Road to Sumac St., extended northwesterly on Sumac St. to Stewart St., then jogging to Osceola St., and then north on Osceola to the beginning point, as depicted on the attached aerial photo map which is incorporated herein by reference. Section 3 Moratorium, exemptions: The following are exempted from the moratorium provisions imposed under Section 2: 1. Building, plumbing, mechanical and electrical permits for repairs or minor alterations to confornung or non-confornung structures, or for work on dangerous or vacant buildings administered under I.eg. Code Chapter 43, or for work on single or multi- family residential structures ar uses. 2. Demolition pernuts for nuisance buildings pursuant to I.eg. Code Chapter 45. 3. For work on single or multi-family residential structures and insUtutional uses on residentially zoned land. (�J?-2`I-oY „) 0'� Section 4 The restrictions enacted in this interim ordinance for the W. 7th-Randolph-A.D.M. study area may be extended by the Council of the City of Saint Paul for addirional periods not to exceed an additional eighteen (18) months in the event the studies and recommendations of the Planning Commission and the deliberations of the Saint Paul City Council require such extensions.
