ADMINISTRATIVE ORDER, Consistent wiih the authority granted to the Mayor in Section 10.07.4 of the City
Charter and based on ihe request of the Director of the Depariment of Planning 8� Economic Development, to
amend the 1994 budget of the PED Operations Fund. The Director of the Department of Fnance and

The budget is amended above to provide authority to make a$75,000 1994 membership payment to the
Metro East Development Partnership. The Metro East Development Partnership provides a wide range of
services that include assistance in entrepreneurial counseling, market research, site location, financing,
demographic data, business retention and attraction and a complete listing of local government and private
developer contracis.

INITIATING PROBLEM, ISSUE, OPPORTUNIN (Who, What, When, Where, Why):
One of the major recommendations of the "Re-engineering the Economic Development Process"
study is that the City's major economic development agencies (PED, the Port Authority,
Saint Paul Area Chamber of Commerce and Metro East Development Partnership (MEDP� will foxm
an operating partnership. A first step toward that end is for the City to become a
member of MEDP. PED's budget for 1994 will have a balance in salaries due to unfilled
vacancies and also in various travel line items because of a reduction in travel outside
the City. This Administrative Order will amend the bud et so that the City of Saint Paul
ANTAGESIFAPPROVED:
e City of Saint Paul will continue its efforts toward an operating partnership with MEDP
as recommended in its recent "Re-engineering the Economic Development Process" study.
MEDP will focus on five strategic areas of entrepeneurial growth, business retention/
expansion, business attraction, marketing and communication and research, all of which are
key to the City's economic development vitality.
