That pursuant to Chapter 86 of the Saint Paul Administrative Code, whereby the Mayor
is authorized to designate persons to sign contracts of $25,000 or less in Mayor's stead, the
Mayor hereby designates the Director ofi the Department ofi Finance and Management Services,
or in his absence, the Purchasing Systems Manager or Chief Accountant, to sign all contracts
in the amounts of $1,500 to $25,000; and be it
FURTHER RESOLVED, that for contracts in any amount of less than $1,500, the
signature authority shall be as follows:
• contracts for professional services may be signed by the Director of the initiating
department, orthe Director ofthe Finance and Management Services orthe Purchasing Systems
Manager;
• contracts for goods and services made using a"Pickup Order" form authorized by the
Purchasing Systems Manager, may be signed by an Activity Manager of the initiating
department;
• • other contracts may be signed by the Director of Finance and Management Services
or designee as deemed appropriate with due regard for the convenience of making such
contracts and the need for assessing responsibility and auditing controls in such transactions,
and said Director by written directives shall systematize a process for the same; and be it
FURTHER RESOLVED, that the Purchasing Systems Manager shail have the authority
to establish additional, specific policies and procedures for contracts of less than $1,500 to
assure that the City's Targeted Vendor goals are met; and be it
FINALLY ORDERED, that this Order shall be kept on file and of record in the Office of
the City C{erk and the Purchasing Systems Manager shalt cause it to be disseminated among
city staff as appropriate.

The Mayox and City Council recently adopted amendments to Chapter 86 which authorize some
new signature policies for contracts of $1,500 or under. This Adminstrative Order implem
the changed policy by detailing specific signature requirements. This is the standard
way that Chapter 86 has been implemented in the past.
Specific implementation requirements o£ Chapter 86 will be made clear to a11 City staff.
