Director's office; neigLborhood liaison and administration. Within the department of planning and economic development under the supervision of the director, the staff shali: (1) Provide funds, as budgeted, for neighborhood leadership activities and training programs. (2) Provide information and training to city staff, district council staffs on citizen particapation, city processes and neighborhood needs; provide training as requested to citizen volunteers to maintain organizational structure and monitoring ability. (3) Manage citizen access function with PED. (4) Provide overall management and administration of federal, state and locally funded programs carried out by the department of planning and economic development. (5) Provide grantslcontract management, technical assistance and support services to city departments, neighborhood and community ozganizations for the various federal, state and local proa ams as directed by the mayor and approved by the city councii. (6) Perform on-site pro�am evaluation of city-financed programs and projects administered by PED as directed by its director and by other city departments, neighborhood and community organizations as directed and approved by the mayor and city council. (8) Monitor federal, state and local legislation, address the unpact on PEA-administered programs and disseminate in£ormation to the mayor, the intergovernmentai relations committee of the city council and other city deparhnents and outside organizations as appropriate. (9) Provide technical assistance in the azeas of grant writing, contracting, program, financial and contract management as requested or appropriate to PED, other city departments and other organizations. (10) Provide professional and technical graphic arts assistance as requested or appropriate to divisions within PED . (11) Record financial transactions in the finance accounting system in an accurate and rimely manner and maintaan accurate and complete financiai records. (12) Assist in the prepazation of city and HRA fund budgets administered by PED and to assist in the prepazation of the Civic Center operating fund budget. (13) Produce annuai financial statements for funds administered by PED for inclusion in the city's comprehensave annual financial report, produce annual financial reports of both the HRA and the Civic Center Authority, annual tax increment status report and for federal and state grants as required.
