RE: Police Chief Minimum Qualifications
DetermininE Minimum Qualifications for Police Chief
Human Resources contacted metropolitan Police Departments of cities with at least 150,000
residents. All but one of the jurisdictions who participated in the survey required at least a
bachelor's degree in a related area. All jurisdicrions required experience in law enforcement
supervision and administration. The required years of supervisory and administrative experience
varied from 3 years to 10 years. Many of the jurisdictions also outlined skills and/or criteria that
a successful candidate would possess.
Human Resources also reviewed the minimum qualifications required of all the City of Saint
Paul Deparhnent and Office Directors. All of the Department and Office Director minimum
qualifications listed in the City Charter and Administrative Code require at least a Bachelor's
degree and about four to seven years of managerial or administrative experience. For those
Department and Office Director positions that do not have minimuxn qualifications formally
established by resolution or ordinance, Human Resources has established advisory job
specifications. All of the advisory specifications list at least a Bachelor's degree as a minimum
requirement for positions at the Deparhnent and Office Director management level.
