An ordinance amending certain sections of
Saint Paul Administrative Code Chapter 82
pertaining to monetary requirements in bids
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
That Section 82.03 (a) of the Saint Paul Administrative Code is hereby amended to read as follows:
Section 82.03. Informal bids or quotations; contracts between ten thousand dollars and fifty thousand
dollars.
(a) If the amount of a contract is estimated to be more than ten thousand dollars ($10,000.00) but �
does not exceed fifty thousand dollars ($50,000.00), the contract may be made upon competitive sealed
bids or by direct negotiation, by obtaining two (2) or more quotations for the purchase or sale when
possible, and without advertising for bids or otherwise complying with the requirements of competitive
bidding. All quotations obtained sha11 be kept on file for a period of at least one yeaz after receipt
thereof.
Section 2
That Section 82 of the Saint Paul Administrative Code is hereby amended to read as follows:
Sec. 82.045. Contract monetarv value provisions to correspond to statutory_provisions.
Notwithstandin�any other rorovision of the Administrative Code to the contrar�the contract monetary
value provisions for bid and quotation requirements. which are identical to the Minnesota statutory
provisions. shall be as provided in the said Minnesota statutory provisions.
Section 3
This ordinance shall take effect and be in force thirty (30) days from and after its passage, approval and
publication.

Chapter 574 of the Minnesota Statutes governs bonds forreontractors. This Statute was amended
during the 2001 Legislative Session; performance and payment bonds are now required on contrac
of $75,OOQ and above. Previously bonds were required for contracts of $10,000 and above.
City will be able to waive perfoxmance bonds on small contracts. This will r.educe the cost of
seme projects and �aill be particularly ue�pfuL_to_small businesses who want to bid on City
