INITIATING PROBLEM. ISSUE, OPPORTUNITY (WHO. WHAT. WHEN. WHERE. WHY):
In the vast majority of cases, the W ater Board has the authority to shut off water service to properties who fail to pay their
water and sewer bill. However, in cases where a property is served by both their own well and city water, the customer can
elect to pay oniy the city water and sewer portion. In that case, the only remedy for nonpayment of sewer charges on private
water use is to certify the delinquent amount to the County for collection with their property taxes. This ordinance
amendment will allow the Water Board to initiate shut off procedures of their city water service if any sewer bill is delinquent
on a properry with both city and private water sources for more than thirty days.
It will +mprove the collection of delinquent sewer bills
