WHEREAS, Section 12.12.1 of the Saint Paul City Charter provides that upon receipt of a notice of vacancy in the posifion of Director of Human Resources of the City of Saint Paul, the Council appoint an Examining Committee, and WHEREAS, this committee shall be designated as the Human Resources Director Examining Committee, now therefore, THE COUNCIL OF THE CITY OF SA3NT PAUL DOES ORDAIN: Section 1. That the Council hereby establishes the Human Resources Director and Exanuning Committee pursuant to the provisions of Secrion 12121 of the City Charter. Section 2. Annual Rate (2001): Starting $76,790.00 - Maximum $104,894.00 The City of Saint Paul seeks a Human Resources Director to lead the merger of the City's offices of Human Resources, Affirmative Action, and �abor Relatio�s. Responsibilities include: Directing the staff, 6udget, and operations of the merged offices; directing the Ciry's comprehensive human resource programswhich include: recruitment and selection, employee records and certifications, classification and compensation, employee and labor relations, training and organizational development and a�rmative action; and related work as assigned. The person in this position advises the Mayor, City Council, department directors and City managers and supervisors on all aspects of human resource and fabor refations, whife ensuring compliance with the merit system and 25 different collective bargaining agreements. Desired competencies include: strong managerial skills, comprehensive knowledge ofhuman resources, labor relations and a�rmative action; demonstrated ability to plan, communicate and implement systemic changes, as well as to solve problems and make decisions. The successful candidate will exhibit outstanding interpersonal and leadership skills. The Human Resources Director is responsibie for a combined human resources, labor reiations, and affirmative action staff of 30 FTEs and an annual budget of over $3 million. The total City workforce is 2,762 full-time and 523 part-time employees represented by 25 bargaining units, as well as temporary and seasonai employees. The Human Resources Director position is an unclassified and unrepresented position which reports to, and serves at the pleasure of, the Mayor. MINIMUM REQUIREMENTS: The Human Resources Director shali have a bachelor `s degree and five years of professional human resources experience, at least two years of which must be supervisory.
