Fences--Requirements. *** (b) Height offences. No fence shall be erected exceeding six (6) feet six (6) inches in height above the sidewalk or fuushed grade of any lot in a residence district or on any lot occupied for residential purposes. Fences and all supporting structures shall be completely within the boundaries of such lot. All fences erected between the front property line and the front setback line as defined in section 60.206 of the Saint Paul Legislative Code shall be no more than four (4) feet in height. � . No fence, wall, shrubbery, sign or other obstruction to vision above a height of two (2) feet from the average grade of the property shall be permitted within the triangular area formed at the intersection of any street right-of-way lines by a straight line drawn between said right-of-way lines at a distance along each line equal to the minimuxn setback lines from their point of intersection. Currently, if a fence is not solid over 20�, it can exceed 3'F� feet height in a required front yard, although it may not'exceed_6 lh feet in height, conversely, if a fence is 2Qo or more solid, it may only be 3 1 F� feet in height in a required front yard. Picket fences are more than 20$ opaque`but are typically sold in four foot high pieces which is why LIEP staff recommend the change. The roposed language would clari£y this ordinance but would also reduce the eight of a chain link fence in a front yard eliminating many complaints and reserving neighborhood appearance.
