Ms. Yang Zhang showed slides and presented the staff report. Ms. Zhang stated that the map in the staff report was not accurate and proceeded to pass out an accurate map of the area. She also stated the District Council voted on September 26, 2001, in support of the application and the Zoning Staff recommends approvai of the Rezoning. ' • At the question of Commissioner Gordon, Ms. Zhang expiained that most of the letters received regarding traffic concerns are mostly perception. The area in question is quiet with very littie traffic and 26 senior units will not have an adverse impact on the level of traffic. Mr. Dave Engfer, the developer of the project, explained the development was being constructed in an effort to develop senior housing in the neighborhoods in lieu ot the senors relocating to the suburbs. He went on to expiain fhe type of development and how it would affect the City. Upon the question of Commissioner Gordon, Mr. Engler stated there has been a perception of parking problems existing in the neighborhood for some time. The existing neighborhood traffic is very low and most senior residents don't own cars and the ones that do have very few trip counts compared with other housing. Mr. Phil Gravel,1559 Cumberland Street, stated he was concerned about protecting the view from the biuff and creating a buffer between the single-family homes and the higher density housing multi-famify. He also stated he would like to see a condition placed on this project stating it could be used for an owner occupied only senior housing development. Mr. Howie Meleo, 405 W. Hoyt, appeared and stated he was concerned with the view the complex would create. He also had concerns with the rezoning of the other sites and none of the bluff views would be presenred. Mr. Howard Merrill, 1887 Merriil Street, came forward and described the area. He explained thaf . the traffic was a problem because the traffic going westbound has to cross two-lanes of high speed traffic as it is leaving Dale Street. He also expressed concerns about the bluff views being preserved. Mr. Dave Engfer stated he would buy the property if the rezoning is approved. Individual residents have a share in the co-operative and have a right to reside in the buiiding with all of the advantages of home ownership without being individually liable for the underlying mortgage to HUD. They are controlled by a cooperative board of directors which are elected by the residents. It is very uniikely that this project would be converted to anything eise other than a senior co- operative. The public hearing was closed. Commissioner Morton moved to approve the rezoning. Commissioner Gordon seconded it. The motion passed by a vote of 8-0. I live at 1585 Cohansey Street, #103, in the Tara Hails Condominiums. Our development has been in existence since the mid-1980s. The streets in this small neighborhood were recently completed and updated with the addition of several condominium/townhouse units in the past rivo years and the street system is a small one composed of six or seven blocks that empty at two intersections • on to Larpenteur Avenue at Mackubin and Cumberland streets. There are no other through streets and these few streets already serve our 45-unit condominiums, the new condominium/townhouse units recently built and several older multiple unit aparhnents and smaller condominium buildings, as well as a few single family homes. I strongly object to another 26-unit building in this area and, frankly, cannot really think that the proposed developers would even think it is reasonable themselves. I hope that the Planning Commission Zoning Committee has made themselves thoroughly aware of the density of living units"already in existence in this area and the very much restricted street service available. Pazking is allocated for 30 cars. This is a small street for such possible heavy traffic. • There are only rivo s�eets to reach Lazpenteur. Both are hills. The access to this street • seems minimal. • There is no bus service on Larpenteur between Rice and Dale. Does this mean that mini-busses will be traversing these small s�eets to pick up people who do not own cars? • It seems that too much traffic will be generated by changing this rezoning to a multi- family — even though the cause is worthwhile. Ms. Yang Zhang showed slides and presented the staff report. Ms. Zhang stated that the map in the staff report was not accurate and proceeded to pass out an accurate map of the area. She also stated the District Council voted on September 26, 2001, in support of the application and the Zoning Staff recommends approvai of the Rezoning. ' • At the question of Commissioner Gordon, Ms. Zhang expiained that most of the letters received regarding traffic concerns are mostly perception. The area in question is quiet with very littie traffic and 26 senior units will not have an adverse impact on the level of traffic. Mr. Dave Engfer, the developer of the project, explained the development was being constructed in an effort to develop senior housing in the neighborhoods in lieu ot the senors relocating to the suburbs. He went on to expiain fhe type of development and how it would affect the City. Upon the question of Commissioner Gordon, Mr. Engler stated there has been a perception of parking problems existing in the neighborhood for some time. The existing neighborhood traffic is very low and most senior residents don't own cars and the ones that do have very few trip counts compared with other housing. Mr. Phil Gravel,1559 Cumberland Street, stated he was concerned about protecting the view from the biuff and creating a buffer between the single-family homes and the higher density housing multi-famify. He also stated he would like to see a condition placed on this project stating it could be used for an owner occupied only senior housing development. Mr. Howie Meleo, 405 W. Hoyt, appeared and stated he was concerned with the view the complex would create. He also had concerns with the rezoning of the other sites and none of the bluff views would be presenred. Mr. Howard Merrill, 1887 Merriil Street, came forward and described the area. He explained thaf . the traffic was a problem because the traffic going westbound has to cross two-lanes of high speed traffic as it is leaving Dale Street. He also expressed concerns about the bluff views being preserved. Mr. Dave Engfer stated he would buy the property if the rezoning is approved. Zonittg Committee Minutes October 11, 2001 File #: 00-223-180 Page 2 At the question of Commissioner Kramer, Mr. Engfer explained the co-ops are financed by HUD and under Section 213 the co-op is owned by a cooperative, not the individual resident. Individual residents have a share in the co-operative and have a right to reside in the buiiding with all of the advantages of home ownership without being individually liable for the underlying mortgage to HUD. They are controlled by a cooperative board of directors which are elected by the residents. It is very uniikely that this project would be converted to anything eise other than a senior co- operative. The public hearing was closed. Commissioner Morton moved to approve the rezoning. Commissioner Gordon seconded it. The motion passed by a vote of 8-0. I live at 1585 Cohansey Street, #103, in the Tara Hails Condominiums. Our development has been in existence since the mid-1980s. The streets in this small neighborhood were recently completed and updated with the addition of several condominium/townhouse units in the past rivo years and the street system is a small one composed of six or seven blocks that empty at two intersections • on to Larpenteur Avenue at Mackubin and Cumberland streets. There are no other through streets and these few streets already serve our 45-unit condominiums, the new condominium/townhouse units recently built and several older multiple unit aparhnents and smaller condominium buildings, as well as a few single family homes. I strongly object to another 26-unit building in this area and, frankly, cannot really think that the proposed developers would even think it is reasonable themselves. I hope that the Planning Commission Zoning Committee has made themselves thoroughly aware of the density of living units"already in existence in this area and the very much restricted street service available. Pazking is allocated for 30 cars. This is a small street for such possible heavy traffic. • There are only rivo s�eets to reach Lazpenteur. Both are hills. The access to this street • seems minimal. • There is no bus service on Larpenteur between Rice and Dale. Does this mean that mini-busses will be traversing these small s�eets to pick up people who do not own cars? • It seems that too much traffic will be generated by changing this rezoning to a multi- family — even though the cause is worthwhile.
