An ordinance amending chapter 183 of the Saint Paul Legislative Code to provide the
Departrnent of Human Rights the authority to issue subpoenas as part of incestigations into
complaints of unfair discriminatory practaces under this chapter.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES HEREBY ORDAIN:
Section 1
Section 183.19 of the Saint Paul Legislafive Code is hereby amended to read as follows:

Sec. 183.18. Human rights department--Duties.

There is hereby created a department of human rights under the direction of a director of
human rights, appointed by the mayor with the consent of the council, to serve at their pleasure,
from a list of three (3) nominees presented by the commission created in Section 183.I9 on the
hasis of inerit and professional qualifications. The director shall be in the unclassified service.
The director shall have generai supervision over ali programs of the city with respect to human
and civil rights, sub}ect to policies established by the mayor, and shall, without limitations by
their enumeration, have the following specific powers and duties:
(1) • To foster, through education, conciliation and persuasion, the preparation of
legislation and policies for action by governmentai and private units, and through
such other methods as the director shali deem fit, the maximum possible de,�ee of
equal opportunities and equal rights for all persons, regardless of race, creed,
religion, color, sex, sexual or affectional orientation, national origin, ancestry,
familial status, age, disability, marital status or status with regard to public
assistance.

To conduct studies regarding discrimination in employment, education, real
property, public accomznodations, public services, contract, franchise and related
areas.
(3) To execute programs of compliance review designed to determine whether
persons who contract with the city are observing the terms of this chapter; and to
that end the director shail have power to require such persons to submit to the
purchasing agent or to the director such periodic reports concemin� hiring, ��;�,��

1 compensation, promotion, and discharge policies and the racial, religious and � �� 5 a`�
2 national composition of tt�eir work forces as the director shall deem necessary,
3 and failure to provide such information shall constitute grounds for the council to
4 revoke any contract in effect beh��een the city and the person so failing to comply.

�} �To provide suitable staff and secretarial assistance to the commission created
hereunder as its chair may request, to the extent of available resources.

f$j (13�The director shall prepaze annually and submit a report to the mayor and counciI
of the activities of the department and its staff with a statistical sumniary of a11
complaints received, listing the disposition of each, all speaking engagements and
other educational activities of the commission and its staff, the number of
commission meetin�s held, together with the names of those commissioners and
staff in attendance, and such other information as the director shall deem
appropriate. The report shall be submitted to the mayor no later than 3uly i of
each year.
f 9j 14 The director may be removed at any time without cause by the mayor with the
concurrence of two-thirds of the then members of the commission.
Section 2
This ordinance shall take effect and be in force thirty {30} days following its passage,
approval and publication.
