THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 Statement of Need to Extend Interim Ordinance. In Council File 00-131, the Saint Paul City Council referred proposed amendments to the Saint Paul Zoning Code pertaining to gun shops to the Planning Commission and requested that the Commission study the proposed amendments and submit a report and recommendation to the City Council. Section 3 of Council File No. 00-152 imposed an interim ordinance which prohibited City's officers, employees, agents and commissions from approving or issuing any permit or license for the establishxnent of a gun shop in any zoning district within the City pending the Commission's report and recommendation, and until such time as the City Council had taken action on any recommendations contained therein. Section 4 of Council File No. 00-152 provided that the interim ordinance would expire on Apri127, 2001. The Planning Commission will consider its report and recommendations on April 13, 2001 and submit them to the City Council for consideration on a date after the Apri127, 2001 expiration date. An extension of the interim ordinance is therefore needed to protect the City's planning process and the Council's intent to preserve the status quo while it considers amending the zoning code. Section 2 Statement of Authority to Amend the Interim Ordinance in Council File No. 00-131. Pursuant to the authority contained in Minn. Stat. 462355, Subd. 4 and for the purposes of protecting the City's planning process pending the report and recommendation of the Planning Commission, it is the intent of the City Council to amend section 3 of Council File No. 00-152 by adding an additional eighteen months time to the prohibitions contained therein. Section 3 � Amendment to Section 3 of Council File No. 00-152. For a period of time not to � 21 'Q� exceed �z 30 months from the effective date of this interim ordinance, and for the purposes of 0�-3'1� prohibiting any development that might be inconsistent with the pending study and any amendments to the City's comprehensive plan or zoning regulations, the prohibitions herein shall continue in full force until a comprehensive policy for the City relating to the above-described uses can be adopted. Section 4 That ali other terms and conditions of Council File No. 00-152 shali remain in full force and effect.
