QRDINANCE ADOPTING ZONING ORDINANCE AMENDMENTS RELATED TO THE
BREWERY/RAN-VIEW SMALL AREA PLAN AND 40 ACRE STUDY
WHEREAS, the Planning Commission has made a survey of the area of Saint Paul defined by West
Seventh Street, the Mississippi River, 135E and the railroad tracks just north of the Board of Education
offices at 360 Colbome, for the purpose of considering amendments to the Zoning Ordinance of the city,
and has determined that the number of real estate descriptions being affected by the proposed changes
would render obtaining written consent impractical; and
WHEREAS, the Planning Commission, following a public hearing held for that purpose on June 23, 2000,
recommended, on July 14, 2000, that the Zoning Ordinance be amended, and the City Council, having
considered the report and recommendations of the Ptanning Commission and having conducted a public
hearing on the proposed Zoning Ordinance amendments, does hereby amend the Zoning Ordinance
pursuant to the authority granted by and in accordance with the procedures set forth in Minnesota Statutes
462.357;

THE BREWERY/IZAN-VIEW SMALL AREA PLAN
AS AN ADDENDUM TO THE SAINT PAUL COMPREHENSIVE PLAN
WF�REAS, the Planning Commission is authorized under Minnesota Statutes Section
462.355(2) and Chapter t07 of the Saint Paul Administrative Coc3e, to recommend to the Mayor
and City Council amendments to the comprehensive plan; and
WF�REAS, the Saint Paul Planning Commission, on September 24, 1993, initiated work on the
Brewery/Ran-View Small Area Plan; and .
WFiEREAS, the Plannin� Commission charged the task force with addressin� the future
development potentia2 of the large industrial areas, the stability of e�sting residential areas, the
health of the West Seventh Street commercial area and the relationship of the entire area to the
Mississippi River; and
WHEREAS, the task force completed its work and recommended a plan to the Commission on
September 8, 1995; and
WI�REAS, the Commission held a public hearing on the plan on November 17, 1995; and
WHEREAS, at the conclusion of the hearing, the Commission determined that additional issues,
specifically the future of the tank farm sites beina operated by Koch Fuels and Mobil Oil, needed
to be addressed and recommended additional study; and
WHEREAS, the task force was reconvened in August 1999 and met regularly to study and
address the redevetopment of the Koch-Mobi1 and Randolph industrial sites as well as oYher
issues that had emerged since the first plan draft was prepared; and

meeting of the West Seventh/Fort Road Federation on April 10, 2000; and
�VEiEREAS, the Land Use Plan, adopted by the City Council on March 3, 1999, provides for the
adoption of summaries of area plans as addenda to The Saint Paul Comprehensive PZan upon
findings by the Planning Commission that the plans are consistent with adopted City policies; and
WE�IEREAS, the Planning Commission, on June 23, 2000 held a public hearing on the area plan
summary, notice of which was published in the St. Paul Legal Ledger on June 5, 2000; and
WHEREAS, testimony presented at the public hearing was considered by the Neighborhood and
Current Planning Committee who recommended a series of amendments to address issues raised;
NOW, TF-�TZEFORE, BE IT RESOLVED, that the Saint Paul Planning Commission finds The
Brewer�fRan-T/iew Small Area Plan is consistent with The Sain1 Paarl Comprehensive Pdan and
other relevant City policies and recommends the adoption of the area plan summary by the City

WHEREAS, the Planning Commission is authorized under Minnesota Statutes Section
462.257{5) and Section 64.400 of the Saint Paul Legislative Code to initiate a 40-Acre Study for
the purposes of amending the Zoning Code; and
WHEREAS, the Planning Commission of the City of Saint Paul on September 24, 1993, initiated
a 40-Acre Study, in conjunction with a small area plan, for the purposes of considering
amendments to Chapters 60 and 61 of the Saint Paul Legislative Code pertaining to the
$rewery/Ran-View area; and
WF�REAS, the Planning Commission released proposed amendments related to zoning districts
in the Brewery/Ran-View community for public review on date and held a pubtic hearing on June
23, Z000; and
WF�T2EAS, at the conclusion of the hearing, the Neighborhood and CurrenT Planning Committee
took the testimony under advisement and recommended a series of amendments; and
WI]EREAS, Yhe Planning Commission, in accordance with state statutes has determined:

the purposes of amending the Zoning Code; and
WHEREAS, the Planning Commission of the City of Saint Paul on September 24, 1993, initiated
a 40-Acre Study, in conjunction with a small area plan, for the purposes of considering
amendments to Chapters 60 and 61 of the Saint Paul Legislative Code pertaining to the
$rewery/Ran-View area; and
WF�REAS, the Planning Commission released proposed amendments related to zoning districts
in the Brewery/Ran-View community for public review on date and held a pubtic hearing on June
23, Z000; and
WF�T2EAS, at the conclusion of the hearing, the Neighborhood and CurrenT Planning Committee
took the testimony under advisement and recommended a series of amendments; and
WI]EREAS, Yhe Planning Commission, in accordance with state statutes has determined:

QRDINANCE ADOPTING ZONING ORDINANCE AMENDMENTS RELATED TO THE
BREWERY/RAN-VIEW SMALL AREA PLAN AND 40 ACRE STUDY
WHEREAS, the Planning Commission has made a survey of the area of Saint Paul defined by West
Seventh Street, the Mississippi River, 135E and the railroad tracks just north of the Board of Education
offices at 360 Colbome, for the purpose of considering amendments to the Zoning Ordinance of the city,
and has determined that the number of real estate descriptions being affected by the proposed changes
would render obtaining written consent impractical; and
WHEREAS, the Planning Commission, following a public hearing held for that purpose on June 23, 2000,
recommended, on July 14, 2000, that the Zoning Ordinance be amended, and the City Council, having
considered the report and recommendations of the Ptanning Commission and having conducted a public
hearing on the proposed Zoning Ordinance amendments, does hereby amend the Zoning Ordinance
pursuant to the authority granted by and in accordance with the procedures set forth in Minnesota Statutes
462.357;
