THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section i
Section 33. 04 of the Saint Paul Legislarive Code is hereby amended to read as follows:
16 Sec. 33.04. Establishment of permit fees.
17 (A) Fees Required.• Before issuing any permit required by the building code, this chapter or other pertinent
18 provisions of the Saint Paul Legisiative Code, the fee as indicated in the following schedule shall be paid.
19 Where work for which any such permit is required is started or proceeded with prior to obtaining said permit, the fee
20 specified shall be collected and, in addition, a penalty fee shali be collected. The penalty fee shall be equal to the
21 specified permit fee. The payment of such penalty fee shall not relieve any person from fully complying with the
22 requirements of the building codes in the execution of the work or from any other penalty prescribed herein.
23 Building valuation for the purpose of establishing building pernut fees shall be as set forth by the valuation data
24 published by the Building Code Division, Department of Administration, State of Minnesota, as may be amended
25 from time to time.
26 V alue of work otl�er than that included in the valuation data published by the Building Code Division, State of
27 Minnesota, must include the cost of installations, alterations, additions or repairs, including all labor and materials
28 supplied by the contractor and other sources. The building code o£ficer may require the contractor to fumish the city
29 with a written statement of the actual cost of the work. When such costs exceed those for which the permit was
30 issued, an additional permit fee will be required and collected based on the fee schedule established herein.

3 (B) PZan Review Fees: For valuation under one thousand dollazs ($1,000.00}, no fee shall be assessed. When the
4 valuation of the proposed construction exceeds one thousand dollazs ($1,000.00), a plan review fee shail be paid to
5 the building official at the time of submitting plans and specifications for checking review. Pian review fees shall be
6 sixry-five (65) percent of the total building permit fee as set forth in the table above.
7(C) Expiration of Plan Check: Appficarions foz which no permit is issued within one hundred eighty (180) days
8 following the date of application shall expire by limitation, and plans and other data submitted for checking may
9 thereafter be returned to the applicant or destroyed by the building official. The building official may extend the time
10 far action by the applicant for a period not exceeding one hundred eighty (180) days upon written request by the
11 applicant showing that circumstances beyond the control of the applicant have prevented action from being taken.
12 No application shall be extended more than once. In order to renew action on an application after expiration, the
13 applicant shall resubmit plans and pay a new plan checking fee.
14 (D) Expiration ofBuilding Permit: Every permit issued by the buiiding official under the provisions of this chapter
15 shall expire by limitation and become null and void if the building of work authorized by such permit is not
16 commenced within one hundred eighty (180) days from the date of such permit ar if the building or work authorized
17 by such permit is suspended or abandoned at any tune after the work is commenced for a period of one hundred
18 eighty (1$0) days. Before such work can be recommended, a new permit shall be first obtained so to do, and the fee
19 therefor shall be one-half the amount required for a new permit far such work, provided no changes have been made
20 or will be made in the original plans and specifications for such work; and provided further, that such suspensaon or
21 abandonment has not exceeded one yeaz.
22 Any permittee holding an unexpired permit may apply for an extension of the time within which he may commence
23 work under that pernrit when he is unable to commence work within the rime required by this section for good and
24 satisfactory reasons. The building official may extend the time for action by the permittee for a period not exceeding
25 one hundred eighty (180) days upon written request by the permittee showing that circumstances beyond the control
26 of the permittee have prevented action from being taken. No permit shall be extended more than once. In order to
27 renew action on a permit after expiration, the permittee shall pay a new full permit fee.
28 (E) Suspension or Revocation of Building Permit: The building official may, in writing, suspend or revoke a permit
29 issued under provisions of this chapter whenever the permit is issued in error or on the basis of incorrect information
30 supplied, or in violation of any ordinance or regulation or of any of the provisions of the state building code.
31 (F) Refund of Permit Fees:
32 (1) The building official may authorize the refunding of any fee paid hereunder which was erroneously paid ar
33 collected.
34 (2) The building officiai may authorize the refunding of not more than eighty (80) percent of the permit fee paid
35 when no work has been done under a permit issued in accordance with this code.
36 (3) The building official may authorize the refunding of not more than eighty (80) percent of the plan check fee paid
37 when an application for a permit for which a plan check fee has been paid is withdrawn or canceled before any plan
38 checking is done.
39 The building official shall not authorize the refunding of any fee paid except upon written application filed by the
40 original pernuttee not later than one hundred eighty (180) days after the date of fee payment.
41 (G) Other Permit Fees: Pernut fees for other than general construction shall be as follows:

1 (1) Wrecking of buildings or stnsctures. $3.00 per 1,000 cubic feet or fraction thereof, minimum $42.00.
2(2) Moving of buildings or structures. Buildings lazger than 12 feet high, 14 feet wide, 25 feet long other than
3 buildings used for Group U, Division 1, occupancies: $180.00 per move. Group U, Division 1, occupancy buildings
4 larger than 12 feet high, 14 wide, ZS long: $50.00 per move. Buildings or structures smaller than size indicated
5 above: �42.00 per move.
6(3} Elevators, dumbwaiters, moving stauways, handicapped lifts and other sunilar devices:
7(a) New construction, repairs and major alterations: One and one-half (1.5) percent of the total valuation of the work.
8 Minimum charge shall be seventy-five dollars ($75.00).
9 (b) Annual inspection fees:
10 1. Power driven passenger and freight elevator:
11 Up to 5 floors in height ....$35.00
12 6 to 10 floors in height .... 40.00
13 11 to 20 floors in height .... 45.00
14 21 or more floors in height .... 50.00
15 2. Dumbwaiter . . . . 25.00

20 (4) Electrical work. For electrical work the permit fee charges shall be made at the following rates; provided,
21 however, the minimum fee for any permit shall be: one-family dwelling electrical work $25.00, multifamily,
22 commercial and industrial work, $35.00.
23 (a) Service: New service, change of service, temporary service, addition, alteration or repair on either primary or
24 secondary service up to 600v shall be tl�irty-five dollars ($35.00).
25 (b) Circuats: The fee for the installation of new circuits and/or feeder additions, alterations ar repairs to existing
26 circuits up to 600v shall be seven dollars ($7.00).
27 (c) Transformers, Capacitors, and Generation for Light, Heat and Power: Transformers, capacitors, and generation
28 for light, heat and power shall be computed separately at $20.00 per unit plus $0.50 per KVA, KVAR or fraction
29 thereof. In addition to the above fees, the fee for all transformers for signs and outline lighting shall be twenty-five
30 dollars ($25.00) per sign.
31 (d) Alterations, Repairs, or Extension of Electrical Systems: For any alteration, repair or extension of an existing
32 electrical system where the work is of such a nature that the fees for a permit cannot be determined from the above
33 schedule, the permit fee charge shall be based on one percent of the total valuation of the work. Minunum fee shall
34 be forty-two dollars ($42.00).

1 (e) Low-Voltage Fire Alann Systems, Remote-Control Circuits, Signal Circuits, and Low-Energy or Low-Voitage
2 Power Circuits: For remote control circuits, si�al circuits, and low-energy or low-voltage power circuits (in other
3 than single-family dwellings) the pernut fee chazge shall be:
4 1. Fire alanns.... $40.00 per control plus
5 1.00 for each opening.
6 2. Others.... $30.00 per conlrol plus
7 1.00 for each opening.
8 ( fl Traffic Signals: For traffic signais the permit fee charge shall be made at the rate of $25.00 for each service
9 location plus $5.00 for each standard.
10 (g) Street Lighting: For street lighting the pernut fee charge shall be made at the rate of $20.00 for each control unit
11 plus $5.00 for each standard.
12 (h) Electric Space Heating:
13 0 to 4000 watts ....$10.00
14 4001 watts and up .... 15.00
15 (i) Transient Projects: For permits on transient projects, including, but not limited tq camivals and cucuses, the
16 inspection fees shall be computed as follows:
17 Power supply units--According to items (a), (b) and (c) of the electric work fee schedule.
18 All rides, devices and concessions shall be inspected, the inspection fee shall be $15.00 per unit.
19 (j) Swimming Poo1s: $40.00 plus circuit charge.
20 (5) Gas burner, oil burner coal burner and other fuel burners. $42.00 for the first 100,000 btu per hour input or
21 fraction thereof, plus $8.00 for each additionai 100,000 btu per hour or fraction thereof. Maximum fee for each
22 individual burner shall be $550.00. Where dual fuel installations are made, the maximum combined permit fee shall
23 not exceed $1,000.00.
24 (6) Plastering, stucco and spray-on fireproofng. For plastering and stucco, the fee is $75.00 for the first 200 square
25 yards or fraction thereof and $8.00 for each additional 20 square yards or fraction thereof. For redash, spray-on
26 fireproofing or patching, the fee is one (1) percent of the valuation of the work; provided, however, that the
27 minimum fee for any permit is $42.00.
28 (7) Plumbing fees:
29 (a) Drain waste and vent, and fixtures.
30 1. The fee for all initial permits shall be twenty-five dollars ($25.00). In addition to this fee, the fee far each fixture,
31 whether set, rough-in, or replaced shall be twenty dollars ($20.00).
32 (b) Building sewer permit fees ....$45.00
33 (c) Each private waste treatment system .... 155.00
34 (d) Gas burning water heaters, dryers, ranges or other devices including gas piping:
1 1. For devices up to 100,000 BTU's, each .... 20.00
2 2. Each additional 100,000 BTU's or portion thereof .... 8.00
3 3. Muumum fee .... 42.00
4 4. Masimum fee .... 550.00
5 (8) Standpipes, sprinklers and fire pumps; new installarions, repairs or alterations:
6(a) The minimum fee shall be $42.00, in addirion to wluch the following fees shall be paid:

7 1. Standpipes: $64.00 for each standpipe for the first five (5) floors, plus $7.00 for each floor above the fifth.
2. Sprinklers: $48.00 for the first ten (10) sprinkler heads or fracrion thereof, plus $10.00 for each additional ten (10)
sprinkler heads or fraction thereof.
10 3. Fire pumps: $50.00 for each pump.
11 (b) Fire extinguishing systems utilizing an extinguishing agent other than water, new installations, repairs or
12 alterations: The fee shall be one percent of the valuation of the installation, repair or alteration with a minimum fee
13 of $42.00.
14 (9) Refi-igeration:
15 (a) Refrigeration permit: One (1) percent of total value of work, minimum fee of $42.00.
16 (b) Total value of work is defined under section 33.04(A).
17 (10) Signs, biZZboards, marquees and awnings:
18 (a) Wall, roof, projecting and freestanding signs: $1.50 for each square foot with a minimum fee of forty-two dollars
19 ($42.00).
20 (b) Marquees over public property: $100.00 for each installation.
21 (c) Billboards: $100.00 zoning approval fee plus one (1) percent of the total valuation of the construction cost.
22 (d) Awnings projecting over public property: $1.50 per lineal foot, minimum $42.00 for each installation. A separate
23 sign permit is required for awnings with signage.
24 (11) Steamfitting and hot water work:
25 (a) Fee for new construction or alteration shall be one percent of total valuation of the work.
26 Value of work must include the cost of installation, alteration, addition and repairs including heat transfer units,
27 accessories to the heating system, inciuding pipe, fittings, and all labor and materials necessary for installation.
28 In addirion, it shall include all materials supplied by other sources when these materials are normally supplied by the
29 contractor.
30 (b) Minimum permit fee for commercial, industrial, institutional or business occupancies is $42.00.
31 (c) The fee for alterations, additions and repair to existing refrigeration, gas and oil systems shall be based on one
32 percent of total valuation of the work with $42.00 minimum.
1 (12) Warm air, heating, ventilation and sheet metal:

2(a) Mechanical wann air heating systems: $42.00 for the first 100,000 btu per hour or fraction thereof, plus $8.00 for
3 each additional 100,�00 btu per hour or fraction thereof.
4 (b) Ventilation systems, dust collection systems, pollurion control systems, etc.: One (1) percent of total valuation of
5 the work. Value of work must include the cost of installation, alteration, addition and repair, including all labor and
6 materials necessary for installation. The min;mum fee shali be $42.00 for commercial buildings and $25.00 for
7 residential ventilation work and duct modification.
8 (c) General sheet metal: A sepazate pernut is required for general sheet metal work. For gutters, flashing, metal
9 chimneys, chutes or general sheet metal work, the fee shall be one percent of the total valuation of the wark. The
10 minimum fee is $42.00.
11 (13) Incinerators:
12 (a) Domesric incinerators: $42.00 for each installation.
13 (b) Commercial and industrial incinerators: One (1) percent oftotal value ofwork, minimum $42.00 for each
14 installation.
15 (14) Fences. $22.00 for the first 200 lineai feet or fraction thereof erected and $8.00 for each additional 1001ineal
16 feet or fraction thereof.
17 (15) Other projects. For alterations, repairs or extensions for which the fee charge cannot be determined by items (1)
18 through (15) above, the fee charge shall be based on one (1) percent of the total valuation of the work, with a
19 minimum fee of $42.00.
20 (16) Reserved.
21 (17) Solid fuel burning fi�eestanding heaters and stoves, nonmasonry fireplaces and fire place inserts: $42.00.
22 Method for providing positive combustion air must be provided with permit application.
23 (18) Sotar heating systems. Permit fees far solar heating systems shall be one (1) percent of total valuation, with a
24 minimum fee of $42.00.
25 (19) Parking lots:
26 (a} Permit fees for parking lots shall be one (1) percent of total valuation, with a minimum fee of $42.00. No parking
27 1ot or loading and unloading area requiring approval under the provisions of Legislative Code sections 62.103 and
28 62.105 shall be constructed nor shali any exisring unimproved lot be paved without first obtaining a building permit.
29 5uch lots shall not be used until the construction has been completed and approved by the building code officer.
30 Permit fees shall be exclusive of fees specified in the Minnesota State Building Code, Uniform Building Code
31 Chapter 70.
32 (b) No off-street pazking lot or loading and unloading area shall be repaved, modified, reconfigured or enlarged
33 without first obtaining a building permit. The permit fee shall be one (1) percent of the total valuation, with a
34 minimum fee of forty-two dollazs ($42.00).
35 (20) Tank Installation and Removal:
36 (a) Tank removal: $100.00.
37 (b) Tank installation: One (1) percent of the total valuation, with a minimum fee of $42.00.

1 (H) Fees, exemption for city: The City of Saint Paul shall be exempted from the payment of permit fees required
2 under this chapter where work is done by city employees on city-owned property not exclusively leased or rented to
3 a parry other than the city.
4 It is the intent of this paragraph only that payment of fees are waived. Permits as required by other sections of the
5 Saint Paul Legislative Code are to be applied for and issued, inspections are to be made as required and compliance
6 with all other requirements must be made.

The original one year pilot program (September 1, 1999 to August 31, 2000) is
about to end. Based on plans already submitted to the Office of LIEP and the
epartment of PED, we believe the goals established for the pilot program are
on the verge of being not only met, but surpassed.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section i
Section 33. 04 of the Saint Paul Legislarive Code is hereby amended to read as follows:
16 Sec. 33.04. Establishment of permit fees.
17 (A) Fees Required.• Before issuing any permit required by the building code, this chapter or other pertinent
18 provisions of the Saint Paul Legisiative Code, the fee as indicated in the following schedule shall be paid.
19 Where work for which any such permit is required is started or proceeded with prior to obtaining said permit, the fee
20 specified shall be collected and, in addition, a penalty fee shali be collected. The penalty fee shall be equal to the
21 specified permit fee. The payment of such penalty fee shall not relieve any person from fully complying with the
22 requirements of the building codes in the execution of the work or from any other penalty prescribed herein.
23 Building valuation for the purpose of establishing building pernut fees shall be as set forth by the valuation data
24 published by the Building Code Division, Department of Administration, State of Minnesota, as may be amended
25 from time to time.
26 V alue of work otl�er than that included in the valuation data published by the Building Code Division, State of
27 Minnesota, must include the cost of installations, alterations, additions or repairs, including all labor and materials
28 supplied by the contractor and other sources. The building code o£ficer may require the contractor to fumish the city
29 with a written statement of the actual cost of the work. When such costs exceed those for which the permit was
30 issued, an additional permit fee will be required and collected based on the fee schedule established herein.

3 (B) PZan Review Fees: For valuation under one thousand dollazs ($1,000.00}, no fee shall be assessed. When the
4 valuation of the proposed construction exceeds one thousand dollazs ($1,000.00), a plan review fee shail be paid to
5 the building official at the time of submitting plans and specifications for checking review. Pian review fees shall be
6 sixry-five (65) percent of the total building permit fee as set forth in the table above.
7(C) Expiration of Plan Check: Appficarions foz which no permit is issued within one hundred eighty (180) days
8 following the date of application shall expire by limitation, and plans and other data submitted for checking may
9 thereafter be returned to the applicant or destroyed by the building official. The building official may extend the time
10 far action by the applicant for a period not exceeding one hundred eighty (180) days upon written request by the
11 applicant showing that circumstances beyond the control of the applicant have prevented action from being taken.
12 No application shall be extended more than once. In order to renew action on an application after expiration, the
13 applicant shall resubmit plans and pay a new plan checking fee.
14 (D) Expiration ofBuilding Permit: Every permit issued by the buiiding official under the provisions of this chapter
15 shall expire by limitation and become null and void if the building of work authorized by such permit is not
16 commenced within one hundred eighty (180) days from the date of such permit ar if the building or work authorized
17 by such permit is suspended or abandoned at any tune after the work is commenced for a period of one hundred
18 eighty (1$0) days. Before such work can be recommended, a new permit shall be first obtained so to do, and the fee
19 therefor shall be one-half the amount required for a new permit far such work, provided no changes have been made
20 or will be made in the original plans and specifications for such work; and provided further, that such suspensaon or
21 abandonment has not exceeded one yeaz.
22 Any permittee holding an unexpired permit may apply for an extension of the time within which he may commence
23 work under that pernrit when he is unable to commence work within the rime required by this section for good and
24 satisfactory reasons. The building official may extend the time for action by the permittee for a period not exceeding
25 one hundred eighty (180) days upon written request by the permittee showing that circumstances beyond the control
26 of the permittee have prevented action from being taken. No permit shall be extended more than once. In order to
27 renew action on a permit after expiration, the permittee shall pay a new full permit fee.
28 (E) Suspension or Revocation of Building Permit: The building official may, in writing, suspend or revoke a permit
29 issued under provisions of this chapter whenever the permit is issued in error or on the basis of incorrect information
30 supplied, or in violation of any ordinance or regulation or of any of the provisions of the state building code.
31 (F) Refund of Permit Fees:
32 (1) The building official may authorize the refunding of any fee paid hereunder which was erroneously paid ar
33 collected.
34 (2) The building officiai may authorize the refunding of not more than eighty (80) percent of the permit fee paid
35 when no work has been done under a permit issued in accordance with this code.
36 (3) The building official may authorize the refunding of not more than eighty (80) percent of the plan check fee paid
37 when an application for a permit for which a plan check fee has been paid is withdrawn or canceled before any plan
38 checking is done.
39 The building official shall not authorize the refunding of any fee paid except upon written application filed by the
40 original pernuttee not later than one hundred eighty (180) days after the date of fee payment.
41 (G) Other Permit Fees: Pernut fees for other than general construction shall be as follows:

1 (1) Wrecking of buildings or stnsctures. $3.00 per 1,000 cubic feet or fraction thereof, minimum $42.00.
2(2) Moving of buildings or structures. Buildings lazger than 12 feet high, 14 feet wide, 25 feet long other than
3 buildings used for Group U, Division 1, occupancies: $180.00 per move. Group U, Division 1, occupancy buildings
4 larger than 12 feet high, 14 wide, ZS long: $50.00 per move. Buildings or structures smaller than size indicated
5 above: �42.00 per move.
6(3} Elevators, dumbwaiters, moving stauways, handicapped lifts and other sunilar devices:
7(a) New construction, repairs and major alterations: One and one-half (1.5) percent of the total valuation of the work.
8 Minimum charge shall be seventy-five dollars ($75.00).
9 (b) Annual inspection fees:
10 1. Power driven passenger and freight elevator:

20 (4) Electrical work. For electrical work the permit fee charges shall be made at the following rates; provided,
21 however, the minimum fee for any permit shall be: one-family dwelling electrical work $25.00, multifamily,
22 commercial and industrial work, $35.00.
23 (a) Service: New service, change of service, temporary service, addition, alteration or repair on either primary or
24 secondary service up to 600v shall be tl�irty-five dollars ($35.00).
25 (b) Circuats: The fee for the installation of new circuits and/or feeder additions, alterations ar repairs to existing
26 circuits up to 600v shall be seven dollars ($7.00).
27 (c) Transformers, Capacitors, and Generation for Light, Heat and Power: Transformers, capacitors, and generation
28 for light, heat and power shall be computed separately at $20.00 per unit plus $0.50 per KVA, KVAR or fraction
29 thereof. In addition to the above fees, the fee for all transformers for signs and outline lighting shall be twenty-five
30 dollars ($25.00) per sign.
31 (d) Alterations, Repairs, or Extension of Electrical Systems: For any alteration, repair or extension of an existing
32 electrical system where the work is of such a nature that the fees for a permit cannot be determined from the above
33 schedule, the permit fee charge shall be based on one percent of the total valuation of the work. Minunum fee shall
34 be forty-two dollars ($42.00).

1 (e) Low-Voltage Fire Alann Systems, Remote-Control Circuits, Signal Circuits, and Low-Energy or Low-Voitage
2 Power Circuits: For remote control circuits, si�al circuits, and low-energy or low-voltage power circuits (in other
3 than single-family dwellings) the pernut fee chazge shall be:

15 (i) Transient Projects: For permits on transient projects, including, but not limited tq camivals and cucuses, the
16 inspection fees shall be computed as follows:
17 Power supply units--According to items (a), (b) and (c) of the electric work fee schedule.
18 All rides, devices and concessions shall be inspected, the inspection fee shall be $15.00 per unit.
19 (j) Swimming Poo1s: $40.00 plus circuit charge.
20 (5) Gas burner, oil burner coal burner and other fuel burners. $42.00 for the first 100,000 btu per hour input or
21 fraction thereof, plus $8.00 for each additionai 100,000 btu per hour or fraction thereof. Maximum fee for each
22 individual burner shall be $550.00. Where dual fuel installations are made, the maximum combined permit fee shall
23 not exceed $1,000.00.
24 (6) Plastering, stucco and spray-on fireproofng. For plastering and stucco, the fee is $75.00 for the first 200 square
25 yards or fraction thereof and $8.00 for each additional 20 square yards or fraction thereof. For redash, spray-on
26 fireproofing or patching, the fee is one (1) percent of the valuation of the work; provided, however, that the
27 minimum fee for any permit is $42.00.
28 (7) Plumbing fees:
29 (a) Drain waste and vent, and fixtures.
30 1. The fee for all initial permits shall be twenty-five dollars ($25.00). In addition to this fee, the fee far each fixture,
31 whether set, rough-in, or replaced shall be twenty dollars ($20.00).
32 (b) Building sewer permit fees ....$45.00
33 (c) Each private waste treatment system .... 155.00
34 (d) Gas burning water heaters, dryers, ranges or other devices including gas piping:
1 1. For devices up to 100,000 BTU's, each .... 20.00
2 2. Each additional 100,000 BTU's or portion thereof .... 8.00

5 (8) Standpipes, sprinklers and fire pumps; new installarions, repairs or alterations:
6(a) The minimum fee shall be $42.00, in addirion to wluch the following fees shall be paid:

11 (b) Fire extinguishing systems utilizing an extinguishing agent other than water, new installations, repairs or
12 alterations: The fee shall be one percent of the valuation of the installation, repair or alteration with a minimum fee
13 of $42.00.
14 (9) Refi-igeration:
15 (a) Refrigeration permit: One (1) percent of total value of work, minimum fee of $42.00.
16 (b) Total value of work is defined under section 33.04(A).
17 (10) Signs, biZZboards, marquees and awnings:
18 (a) Wall, roof, projecting and freestanding signs: $1.50 for each square foot with a minimum fee of forty-two dollars
19 ($42.00).
20 (b) Marquees over public property: $100.00 for each installation.
21 (c) Billboards: $100.00 zoning approval fee plus one (1) percent of the total valuation of the construction cost.
22 (d) Awnings projecting over public property: $1.50 per lineal foot, minimum $42.00 for each installation. A separate
23 sign permit is required for awnings with signage.
24 (11) Steamfitting and hot water work:
25 (a) Fee for new construction or alteration shall be one percent of total valuation of the work.
26 Value of work must include the cost of installation, alteration, addition and repairs including heat transfer units,
27 accessories to the heating system, inciuding pipe, fittings, and all labor and materials necessary for installation.
28 In addirion, it shall include all materials supplied by other sources when these materials are normally supplied by the
29 contractor.
30 (b) Minimum permit fee for commercial, industrial, institutional or business occupancies is $42.00.
31 (c) The fee for alterations, additions and repair to existing refrigeration, gas and oil systems shall be based on one
32 percent of total valuation of the work with $42.00 minimum.
1 (12) Warm air, heating, ventilation and sheet metal:

2(a) Mechanical wann air heating systems: $42.00 for the first 100,000 btu per hour or fraction thereof, plus $8.00 for
3 each additional 100,�00 btu per hour or fraction thereof.
4 (b) Ventilation systems, dust collection systems, pollurion control systems, etc.: One (1) percent of total valuation of
5 the work. Value of work must include the cost of installation, alteration, addition and repair, including all labor and
6 materials necessary for installation. The min;mum fee shali be $42.00 for commercial buildings and $25.00 for
7 residential ventilation work and duct modification.
8 (c) General sheet metal: A sepazate pernut is required for general sheet metal work. For gutters, flashing, metal
9 chimneys, chutes or general sheet metal work, the fee shall be one percent of the total valuation of the wark. The
10 minimum fee is $42.00.
11 (13) Incinerators:
12 (a) Domesric incinerators: $42.00 for each installation.
13 (b) Commercial and industrial incinerators: One (1) percent oftotal value ofwork, minimum $42.00 for each
14 installation.
15 (14) Fences. $22.00 for the first 200 lineai feet or fraction thereof erected and $8.00 for each additional 1001ineal

13 (c) General sheet metal: A separate peimit is required for general sheet metal work. For gutters, flashing, metal
I4 chimneys, chutes or general sheet metal work, the fee shall be one percent of the total vatuation of the work. The
15 minimum fee is $42.00.
16 (13) Incinerators:
17 (a) Domesric incinerators: $42.00 for each instatlation.
18 (b} Commercial and industrial incinerators: One (1) petcent of total value of work, minimum $42.00 for each
19 installation
20 (14) Fences. $22.00 for the first 2001ineal feeY or fraction thereof erected and $8.00 for each addirional 100 lineal
21 feet or fraction thereof.
22 (IS) Other projects. For alterations, repairs or extensions for which the fee chazge cannot be determined by items (1)
23 through (I S) above, the fee chazge shall be based on one (1) percent of the total valuation of the work, with a
24 minimum fee of $42.00.

30 (19} Pazldng lots:
31 (a) Permit fees for parking lots shall be one (1) percent of total valuation, with a minimum fee of $42.00. No parking
32 lot or loading and unloading azea requiring approval under the provisions of Legislative Code sections 62.103 and
33 6Z.105 shall be constructed nor shall any existing unimpmved lot be paved without first obtaining a building permit.
34 Such lots shall not be nsed until the constntction has been comp[eted and approved by the building code officer.
35 Permit fees shall be exclusive of fees specified in the Minnesota State Bailding Code, Uniform Buitding Code
36 Chapter 70.
