Sincerely, �-(L� fJ City Planner cc City Council members C � po-�d� city of saint paul * planniug commission resolution file number 00-39 date 6-23-00 WHEREAS, Episcopal Church Home (File 00-226-944) has applied to rezone seven parcels on the southwest corner o£ University Avenue and Fairview, legally described as (see file), from P-1 (parking) and B-3 (general business district) to RM-2 (residential multiple-family) to allow development of a senior retirement community; and WHEREAS, the Zoning Committee of the Planning Commission on 06/15/00 held a public hearing at which all persons present were given an opportunity to be heard pursuant to said application in accordance with the requirements of Section 64.300 of the Saint Paul Legislative Code; and WHSREAS, Saint Paul Planning Commission, based on the evidence presented to its Zoning Committee at the public hearing as substantially reflected in the minutes, made the following findings of fact: 1. The applicant is proposing a major addition to their existing 131 bed nursing home and 40 unit senior housing complex at 490 East Lynnhurst Avenue. Current plans are to develop an additional 120 units of senior housing and a community center immediately east of the present � complex. The market rate and subsidized housing units wi11 be marketed to individuals age 62 and over. When finished the entire complex will have 110 surface parking spaces and 30 spaces undergrowzd. Eight additional full time employees will be added. 2. On the whole, the proposed rezoning is in conformance with land use plans for the area. The 1988 University Avenue Corridor Study recommended that residential uses along this south side of University Avenue be ezcpanded. The Planning Commission and City Council, however, deleted the study's recommendation that called for housing developmert on a portion of the applicant's site. The City's rational at that time. was, "...research conducted for the new citywide Flousing plan indicates that the market for new residential development in Saint Paul during the 1990's wi11 be very sma11. Therefore, the Planning Commission finds it very unlikely that large scale residential development along the avenue will be feasible during the 1990's unless LRT is built and becomes the catalyst for new residential demand." p.2 (City Council Resolution 90- 344) The City in its approving resolution further stated, "Although PED Moved by Gervais seconded by i n favor Unanimous � against has e�cpressed doubt that new housing is feasible on University Avenue, PED and University UNITED should jointly explore the feasibility of� � developing new housing on University and higher densities around the commercial nodes." p.4 (City Council Resolution 90-344) The City's 1999 Land Use Plan, however, identifies University Avenue as one of five "Corridors of Growth" within the city. The plan states, "These corridors include many large redevelopment sites that can be linked together and can provide new economic vitality to the neighborhoods near them and to the city as a whole. They provide good opportunity £or linking new housing, jobs and transportation." p.7. The plan further states that it wi11 use the following guideline for new housing sites. "HOUSing sites along major transportation corridors and near commercial centers should_meet the market deman'd for townhouses, condominiums, and apartments." p.31. 3. The rezoning is compatible with the area and rezoning the property will not have an adverse impact upon the neighborhood. At the present time, the development character of this area is a mixture of commercial, residential and industrial uses. Introduction o£ a higher density senior residential complex on this corner would be compatible with this mixed use character. 4. The intent of the RM-2 zoning district states: "to provide for more extensive areas of multiple-family residential development as we11 as uses related to the multiple-family residential districts, or uses which serve one family residential needs and require more extensive sites. The RM-2 district is further provided to permit comprehensive � development of multiple- family project so as to establish a balance of population concentration as related to major thorough=zres and transit and related facilities." 5_ The applicant submitted a sufficient petition o` two-thirds of the property owners within one hundred (100) feet of the oroperty stating support for the rezoning (23 parcels eligible, 16 parcels required, and 16 parcels signed). Episcopal Church Home - 00-126-944 - Rezone from P-1 and B-3 to RM-2 to ailow for expansion of the Episcopal Church Home retirement community. SW corner University and Fairview James Zdon showed slides and presented the staff report. Mr. Zdon stated the Zoning Staff is recommending approval of the rezoning. At the question of Commissioner Kramer, Mr. Zdon stated site pian review has not taken place. However, appiications have been submitted to HUD for the subsidized senior units. The construction of this project will probabiy begin next year. � Mr. Marvin Placket, the applicant, appeared and stated the Episcopai Church Home has been part of the community for 106 years. There is a demand for 1300 units of senior housing in this location, both subsidized and market rate. That is the market that will be served by the Episcopal Ghurch Home. Mr. Placket aiso explained that part of the HUD application requires support from the general community. The Mayor and the Merriam Park Community Council has given their unanimous support for this project. Upon question of Commissioner Kramer, Mr. Piacket stated they have owned the propertyfor one year and all the reports are coming in positive for the building of this project. A HUD 202 can be applied for once-a-year. If the funding doesn't come ihrough this year, they witl resubmit the.. following year. If that failed, they would look at alternative sources of funding and do a mixed market rate with subsidized funding. At the question of Commissioner Engh, Mr. Placket stated the housing fees with services average around $1,450.00 per month which includes rent, three meals a day, light housekeeping and a variety of other senrices. He also explained if a person does not have high prescription expenses, or Iarge clothing needs they could comfortably live in the home with a monthly income of �1,500.00. If the HUD 202 comes through, the most a low income resident would have to pay is 30 percent of their income. Sincerely, �-(L� fJ City Planner cc City Council members C � po-�d� city of saint paul * planniug commission resolution file number 00-39 date 6-23-00 WHEREAS, Episcopal Church Home (File 00-226-944) has applied to rezone seven parcels on the southwest corner o£ University Avenue and Fairview, legally described as (see file), from P-1 (parking) and B-3 (general business district) to RM-2 (residential multiple-family) to allow development of a senior retirement community; and WHEREAS, the Zoning Committee of the Planning Commission on 06/15/00 held a public hearing at which all persons present were given an opportunity to be heard pursuant to said application in accordance with the requirements of Section 64.300 of the Saint Paul Legislative Code; and WHSREAS, Saint Paul Planning Commission, based on the evidence presented to its Zoning Committee at the public hearing as substantially reflected in the minutes, made the following findings of fact: 1. The applicant is proposing a major addition to their existing 131 bed nursing home and 40 unit senior housing complex at 490 East Lynnhurst Avenue. Current plans are to develop an additional 120 units of senior housing and a community center immediately east of the present � complex. The market rate and subsidized housing units wi11 be marketed to individuals age 62 and over. When finished the entire complex will have 110 surface parking spaces and 30 spaces undergrowzd. Eight additional full time employees will be added. 2. On the whole, the proposed rezoning is in conformance with land use plans for the area. The 1988 University Avenue Corridor Study recommended that residential uses along this south side of University Avenue be ezcpanded. The Planning Commission and City Council, however, deleted the study's recommendation that called for housing developmert on a portion of the applicant's site. The City's rational at that time. was, "...research conducted for the new citywide Flousing plan indicates that the market for new residential development in Saint Paul during the 1990's wi11 be very sma11. Therefore, the Planning Commission finds it very unlikely that large scale residential development along the avenue will be feasible during the 1990's unless LRT is built and becomes the catalyst for new residential demand." p.2 (City Council Resolution 90- 344) The City in its approving resolution further stated, "Although PED Moved by Gervais seconded by i n favor Unanimous � against has e�cpressed doubt that new housing is feasible on University Avenue, PED and University UNITED should jointly explore the feasibility of� � developing new housing on University and higher densities around the commercial nodes." p.4 (City Council Resolution 90-344) The City's 1999 Land Use Plan, however, identifies University Avenue as one of five "Corridors of Growth" within the city. The plan states, "These corridors include many large redevelopment sites that can be linked together and can provide new economic vitality to the neighborhoods near them and to the city as a whole. They provide good opportunity £or linking new housing, jobs and transportation." p.7. The plan further states that it wi11 use the following guideline for new housing sites. "HOUSing sites along major transportation corridors and near commercial centers should_meet the market deman'd for townhouses, condominiums, and apartments." p.31. 3. The rezoning is compatible with the area and rezoning the property will not have an adverse impact upon the neighborhood. At the present time, the development character of this area is a mixture of commercial, residential and industrial uses. Introduction o£ a higher density senior residential complex on this corner would be compatible with this mixed use character. 4. The intent of the RM-2 zoning district states: "to provide for more extensive areas of multiple-family residential development as we11 as uses related to the multiple-family residential districts, or uses which serve one family residential needs and require more extensive sites. The RM-2 district is further provided to permit comprehensive � development of multiple- family project so as to establish a balance of population concentration as related to major thorough=zres and transit and related facilities." 5_ The applicant submitted a sufficient petition o` two-thirds of the property owners within one hundred (100) feet of the oroperty stating support for the rezoning (23 parcels eligible, 16 parcels required, and 16 parcels signed). SW corner University and Fairview James Zdon showed slides and presented the staff report. Mr. Zdon stated the Zoning Staff is recommending approval of the rezoning. At the question of Commissioner Kramer, Mr. Zdon stated site pian review has not taken place. However, appiications have been submitted to HUD for the subsidized senior units. The construction of this project will probabiy begin next year. � Mr. Marvin Placket, the applicant, appeared and stated the Episcopai Church Home has been part of the community for 106 years. There is a demand for 1300 units of senior housing in this location, both subsidized and market rate. That is the market that will be served by the Episcopal Ghurch Home. Mr. Placket aiso explained that part of the HUD application requires support from the general community. The Mayor and the Merriam Park Community Council has given their unanimous support for this project. Upon question of Commissioner Kramer, Mr. Piacket stated they have owned the propertyfor one year and all the reports are coming in positive for the building of this project. A HUD 202 can be applied for once-a-year. If the funding doesn't come ihrough this year, they witl resubmit the.. following year. If that failed, they would look at alternative sources of funding and do a mixed market rate with subsidized funding. At the question of Commissioner Engh, Mr. Placket stated the housing fees with services average around $1,450.00 per month which includes rent, three meals a day, light housekeeping and a variety of other senrices. He also explained if a person does not have high prescription expenses, or Iarge clothing needs they could comfortably live in the home with a monthly income of �1,500.00. If the HUD 202 comes through, the most a low income resident would have to pay is 30 percent of their income. The applicaat is proposing a major addition to their existing 131 bed nursing home and 40 unit senior housing complex at 490 East Lynnhurst Avenue. Current plans are to develop an addition 120 units of senior fiousing and a coa¢nunity ceater in¢aediately east of the present complex..The market rate and subsidized housing units will be marketed to individuals age 62 and over. When £inished the entire complex wi11 have Z10 surface parking spaces and 30 spaces underground. Eight additional fu11 time employees wi11 be added. 2. On the whole, the proposed rezoning is in conformance with land use plans for the area. The 1988 University Avenue Corridor Study recommended that residential uses aZong this south side of University Avenue be expanded. The Planning Commission and City Council, however, deleted the study's recommendation tfiat called for housiag development on a portion of the applicant's site. The City's rational at that time was, "._.research conducted for the new citywide Housing plan indicates that the acarket for new residential cZeveZopment in Saint Paul during the 1990's will be very small. Therefore, the Planning Commission finds it very unlikely that large scale residential development along the avenue will be feasible during the 1990's unless LRT is built and becomes the � catalyst for new residential demand." p.2 (City Council Resolution 90- 344) The City in its approving resolution further stated, "Although PED has expressed doubt that new housing is feasible on University Avenue, PED and University UNITED should jointly explore the feasibility of developing new housing on University and higher densities around the commercial nodes." p.4 (City Council Resolution 90-344) The City's 1999 Land Use Plan, however, identifies University Avenue as one of five "COrridors of Growth" within the city. The plan states, "These corridors inclnde many large redevelopment sites that can be linked together and can provide new economic vitality to the neighborhoods near them and to the city as a whole. They provide good opportunity for linking new housing, jobs and transportation." p.7. The plan further states that it will use the following guideline for new housing sites. "Housing sites along major transportation corridors and near commercial centers should meet the market demand £or townhouses, condominiums, and apartments." p.31. 3. The rezoning is compatible with the area and rezoning the property will not have an adverse impact upon the neighborhood. At the present time, the development character of this area is a mixture of commercial, residential and industrial uses. The applicant is proposing a major addition to their existing 131 bed nursing home and 40 unit senior housing complex at 490 East Lynnhurst Avenue. Current plans are to develop an additional 120 units of senior housing and a community center immediately east of the present � complex. The market rate and subsidized housing units wi11 be marketed to individuals age 62 and over. When finished the entire complex will have 110 surface parking spaces and 30 spaces undergrowzd. Eight additional full time employees will be added. 2. On the whole, the proposed rezoning is in conformance with land use plans for the area. The 1988 University Avenue Corridor Study recommended that residential uses along this south side of University Avenue be ezcpanded. The Planning Commission and City Council, however, deleted the study's recommendation that called for housing developmert on a portion of the applicant's site. The City's rational at that time. was, "...research conducted for the new citywide Flousing plan indicates that the market for new residential development in Saint Paul during the 1990's wi11 be very sma11. "HOUSing sites along major transportation corridors and near commercial centers should_meet the market deman'd for townhouses, condominiums, and apartments." p.31. 3. The rezoning is compatible with the area and rezoning the property will not have an adverse impact upon the neighborhood. At the present time, the development character of this area is a mixture of commercial, residential and industrial uses. Introduction o£ a higher density senior residential complex on this corner would be compatible with this mixed use character. 4. The intent of the RM-2 zoning district states: "to provide for more extensive areas of multiple-family residential development as we11 as uses related to the multiple-family residential districts, or uses which serve one family residential needs and require more extensive sites. The RM-2 district is further provided to permit comprehensive � development of multiple- family project so as to establish a balance of population concentration as related to major thorough=zres and transit and related facilities." 5_ The applicant submitted a sufficient petition o` two-thirds of the property owners within one hundred (100) feet of the oroperty stating support for the rezoning (23 parcels eligible, 16 parcels required, and 16 parcels signed). Episcopal Church Home - 00-126-944 - Rezone from P-1 and B-3 to RM-2 to ailow for expansion of the Episcopal Church Home retirement community. SW corner University and Fairview James Zdon showed slides and presented the staff report. Mr. Zdon stated the Zoning Staff is recommending approval of the rezoning. At the question of Commissioner Kramer, Mr. Zdon stated site pian review has not taken place. However, appiications have been submitted to HUD for the subsidized senior units. The construction of this project will probabiy begin next year. � Mr. Marvin Placket, the applicant, appeared and stated the Episcopai Church Home has been part of the community for 106 years. There is a demand for 1300 units of senior housing in this location, both subsidized and market rate. That is the market that will be served by the Episcopal Ghurch Home. Mr. Placket aiso explained that part of the HUD application requires support from the general community. The Mayor and the Merriam Park Community Council has given their unanimous support for this project. Upon question of Commissioner Kramer, Mr. Piacket stated they have owned the propertyfor one year and all the reports are coming in positive for the building of this project. A HUD 202 can be applied for once-a-year. If the funding doesn't come ihrough this year, they witl resubmit the.. following year. If that failed, they would look at alternative sources of funding and do a mixed market rate with subsidized funding. At the question of Commissioner Engh, Mr. Placket stated the housing fees with services average around $1,450.00 per month which includes rent, three meals a day, light housekeeping and a variety of other senrices. He also explained if a person does not have high prescription expenses, or Iarge clothing needs they could comfortably live in the home with a monthly income of �1,500.00. If the HUD 202 comes through, the most a low income resident would have to pay is 30 percent of their income.
