By sepazate resolution, the City Council has indicated its desire to temporarily prohibit the establishment of inethadone outpatient treatment services until such time as the planning commission's study has been completed and the City Councii has taken action on the recommendations. Section 2 Moratorium imnosed: Pending completion ofthe said study and any other necessary studies or study recommendations, and the adoption of any amendments to the comprehensive plan and zoning code based upon the study ar studies as provided under Minn. Stat. § 462355, Subd. (4), the issuance of any building and zoning permits necessary to establish, or otherwise enlarge, a methadone outpatient treatment service, shall be prohibited for a period of time not to exceed twelve (12) months from the effeciive date of this ordinance.
