The Council of the City of Saint Paal does ordain
Section i
Statement of legislative intent: As requested under separate resolution, the planning
commission is to report and recommend to the City Councii any proposed amendments to Saint
Paul Legislative Code Chapters 60 - 64 and to the City's comprehensive plan pertaining to
methadone outpatient treatment services. By sepazate resolution, the City Council has indicated
its desire to temporarily prohibit the establishment of inethadone outpatient treatment services
until such time as the planning commission's study has been completed and the City Councii has
taken action on the recommendations.
Section 2
Moratorium imnosed: Pending completion ofthe said study and any other necessary studies or
study recommendations, and the adoption of any amendments to the comprehensive plan and
zoning code based upon the study ar studies as provided under Minn. Stat. § 462355, Subd. (4),
the issuance of any building and zoning permits necessary to establish, or otherwise enlarge, a
methadone outpatient treatment service, shall be prohibited for a period of time not to exceed
twelve (12) months from the effeciive date of this ordinance.
Section 3
Moratorium may be extended: The restrictions enacted herein may be extended by the Councii
of the City of 3aint Paui for additionai periods not to exceed an additional eighteen (18) months
in the event the studies and recommendations of the Plauuiug Commission and the deliberations
of the Saint Paul City Council require such extensions.
