Section 1
Chapter 376. 15.12 of the Saint Paul Legislative Code is hereby amended as follows:
Sec. 376.15.2. Temporary fares and charges.
(a) Fares. Notwithstanding the provisions of §37b.15, effecrive October 1, 1999 through
September 30, 2000, any person, firm or corporation owning, operating or controlling any
motor vehicle operated and licensed as a taYicab in the City of Saint Paul shali set rates
as herein provided:
(1) The malcimum rate of fare for taxicabs operating within the city sha11 be two
dollars ($2.00) for the first fraction of a mile of one-sixteenth (1/16) of a mile or
fraction of greater�roportion. The rate for each additional mile beyond the first
mile shall �e not exceed one dollaz and sixty cents ($1.60). All fares ��r�istanees
' beyond the first fraction shall be calculated in si�eer� ten
cent ($0.160) increments of one-sixteenth (1l16) of a mile, or a fraction of ereater
proportion. Each taxicab company's mii�imum and per-mile rates shall be
registered with LIEP. Minunum and per mile rates may be changed following a
72 hour notice to LIEP and approval of said rate change. Rates must be posted on
the outside right and left reaz doors of the tasicab and inside the passenger
compartment in the following manner and of sufficient size and shape so as to be
clearly legible:

No greater fare for the operation of such taxicabs, than as described
in subsecrion (1) above shall be chazged by the operators thereof.
No eatra faze sha11 be charged by the owner ar operators of such
taxicabs for additional passengers.
(b) Wairing time. Charges for waiting tirue shall not exceed the following:
(1) For each hour of "waiting time at address," twenty-one dollazs ($21.00).
13 (2) For each two (2) minutes of "waiting time for engagement," fifty
14 cents ($0.50); provided, that no chazge shall be made for the time
15 lost on account of inefficiency of any taxicab or its operarion, or
16 tame consumed by premature response call.

18 (c) "Waiting time" defined. "Waiting time at address" is herein defined to mean the time
19 beginning when a cab arrives at an address to which it has been called, and ending when it
20 departs from such address.

22 "Waiting time after engagement" shall mean the time a cab is not in motion at the request
23 of the passenger or passengers after the cab has commenced the transportafion of such passenger

or passengers.
(d) Hourly rates. Nothing herein contained shall prevent any person from making an
agreement with the operator of a tasicab to furnish transportation at a rate to be agreed upon
between them for an hour, day, week, month or longer period.
Section 2
This ordinance shall take effect and be in full force thirry (30) days after its passage, approval
and publication.

The ordinance passed on August 25, 1999, which amended the taxicab fare
structure to allow a maximum $0.10 per 1j16 of a mile (ar, up to $1.60 per
ile) was worded unclearly to allow a maximum fare of $0.16 per 1/16 of a mile
(or, up to $2.56 per mile).
