The Council of the City of Saint Paul passed an interim ordinance, Council File No. 97-1568, pertaining to advertising signs. The interim ordinance protected the plamung process and protected the health, safety and welfare of the citizens of Sai�t Paul by prohibiting the establishment of new advertising signs and the modification of existing advertising signs while a study of the City's regulation of advertising signs was conducted by the Plavniug Commission. The interim ordinance achieved these protections by providing for special sign districts which were later established by resolution in Council File No. 98-733. The interim ordinance further provided that the Planning Commission should return a report and any recoxnmendation to amend the City's regulation of advertising signs for the City Council's consideration. The City Council is now advised that the Plam�ing Commission will need additional time to complete its study, report and recommendafions. To insure that the prohibitions contained in Section II of the interim ordinance are continued, Section III of such interim ordinance is hereby amended to continue the prohibitions for an additional eighteen (18) months. Section 2 Amendment. Section III of Council File No. 97-1568 is hereby amended to read as follows: "The prohibitions contained in Section II of this ordinance shall remain in effect for each such pending application until that applicafion for a Special District Sign Plan has been adopted or rejected by the Council, and shall expire at the end of 12 months together with an additional ei hteen 181 months, for a total of thirry (301 months askrovided in Minn. Stat. § 462355, Subd. 4 with respect to that application xHe�ve�av�. To the e�tent that the re¢ulations contained herein conflict with 1 a 3 4 5 6 anv other time line, the provisions of this amendine ordinance shall control." Section 3 cl�-�O�Z Effective date. This ordinance shall take effect and be enforced 30 days from and after its passage approval and publication.
