Licenses and fees. 12 13 (a) License required. No person shall operate a food establishment within the city unless a license for the current 14 year of the applicable type shall have been obtained from this office pursuant to this chapter. 15 16 (b) Applicable licenses. Any person operating a food establishment within the City of Saint Paul must obtain a 171icense from the city of the appropriate type as listed as follows: 18 19 (1) Bakery (A): A bakery whose predominant sales are retail, over-the-counter, canyout purchases with no 20 seating provided. 21 22 (2) Bakery (B) Add-on: A retail bakery operated within an akeady licensed food establishment. 23 24 (3) Butcher (A): A butcher facility whose predominant sales are retail, over-the-counter, carryout purchases. 25 26 (4) Butcher (B): A retail butcher facility operated within an already licensed food establishment. 27 28 (5) Caterer (A)-Lzmited: A caterer with all food being prepared and served in a licensed food establishment and 29 no transporting and/or serving of food at a satellite location allowed. No food vehicle license permitted with 30 this license. 31 32 (6) Catering (B)-Fu11: A caterer with all food being prepared in a licensed food establishment and transporting 33 and serving of food at a satellite location is permitted. Food vehicle license is required. Approved food 34 transport containers must be provided. 35 36 (7) Catering (C) Add-on: A caterer with the provision that this is an add-on license to an already licensed food 37 establistunent. The facility must be specifically approved for catering. Food processorJdistributorfwarehouse: Wholesale processing and distributing of food products (i.e., bakery, butcher, confectionery, beverage bottler, produce). Food salvage: For salvaging and sale of damaged food products. May include salvage of nonhuman food. Food vending machine: Includes the vendmg of all food products except canned and bottled pop. Food vending operator: Lixnited to prepackaged food. No food preparation or storage permitted in a residential facility. Food vehicle license required if food products are transported. Food warehouse/distributor: Wholesale food distributor that is warehousing food products. May include frozen or refrigerated products. Food processing not permitted. Grocery (A): Food shelf or nonprofit grocery (grocery as defined in Grocery (C) or (D)), Grocery (B): Farmer's market (see Grocery (C)). Individual food establisFunents operating at the fatmer's mazket. Excludes home-grown products consistent with Minnesota Departxnent of Agiculture definitions. Grocery (C): Small retail grocery operation such as convenience store, confecrionery, etc. Limited food prepararion andlor self-service such as coffee, popcorn, nonalcoholic beverages or ice slush pemutted. A microwave oven may be provided to heat purchased food. Prepararion of potentially hazardous foods on site would require additional licensing. Grocery (D): Large retail grocery operations (as defined in Grocery (C)) that may include food operations requiring additional licenses such as Bakery, Butcher, or Restaurant (A)fDeli. Mobile food. Preparing and serving foods from a self-contained vehicle. Food items will be limited by the equipment that is in the vehicle. No commissary is required. 45 (23) Mobile food-limited: Preparing and serving food from a mobile food unit, such as a pushcart, that is not self- 46 contained. A separate, approvecl commissary must be provided and inspected. 47 48 (24) Original container: The sale of prepacicaged candy, snacks and cannedlbottled nonalcoholic beverages. Food sales cannot be the predominant business. No refrigerated potentially hazazdous foods. C{q �,f0 6 3(25) Restaurant (A)-0--12 seats: Food prepazation and service primarily for carryout or delivery food 4 establishments with a limited menu and seating limited to no more than twelve (12) seats (e.g., deli, pizza, � submarine sandwiches, chow mein, hot dogs, ...). 6 7(26) Restaurant (B)-more than 12 seats: Food prepazation and service for on-site dining with more than twelve 8 (12) seats. 9 10 (27) Restaurant (C)-Iimited: Food service limited to beverages, heating of prepackaged foods, bakery goods, etc., ll for on-site consumptlon. No potentially hazardous foods prepazed and served. Example: coffee shops. 12 13 (28) Restaurant (D) Add-on: An add-on license for an additional facility within or contiguous to an already 14 licensed food establishment. Example: additional restaurant in a large hotel. 15 16 (29) Restaurant (E)-extension: Extension of restaurant food preparation and service on an annual basis to their 17 pazking lot, patio, sidewaik, etc., during normal business hours. Sidewalk must not be blocked. 18 19 (30) Special event food sales-l-3 days: Short-term food preparation and sales, in conjunction with a special 20 event. Food sales limited to no more than three (3) consecutive days. Application for this license must be 21 made at least three (3) working days before the event or a late fee will be added. An emergency license fee 22 will be added if there is no preapplication for a license and the faciliry is licensed on site. Only cash 23 payment will be accepted for late and emergency licenses. 24 25 (31) 26 2? 28 29 30 (32) 31 32 33 34 35 (33) 36 37 38 39 Special event food sales-4--14 days: Short-term food preparation and sales, in conjunction with a special event. Food sales limited to a m�imum of fourteen (14) consecutive days. The provisions far application dates, late and emergenc� fees and payments apply as they aze contained in the one (1) to three (3) day special event license. Special event food sales-annual: Short-term food preparation and sales for an unlimited number of special events in one (1) year. Must have the same menu and equipment that was originally approved at each event. The provisions for application dates and late fees apply as they are contained in the one (1) to three (3) day special event license. Annual speciai event licenses will not be issued on an emergency basis. Special event food sales fee waived: For licensed restaurants selling food on adjacent properiy in conjunction with an event, nonprofit organizatlons selling food at a special event, or for situations where food is given away. Only a person who complies with the requirements of this chapter shall be 41 entitled to receive a license. Licenses shall not be transferable as to person ox place. All licenses obtained for a food 42establishment shall be conspicuously displayed to the public. All catering food vehicles operating in the city shall be 43 identified with the name and telephone number of the licensee displayed on both sides of the vehicle in a 44 conspicuous place as designated by the office. The name shall be in letters of four (4) inches minimum height and of 45 a color contrasting with the background. 46 47 (d) License fees. 48 ei�est�ceii- The fee required fot a license shall be established bv ordinance as specified in section 310.09(b_.� of the 44 Saint Paul Legislative Code. All catering food vehicles operating in the city shall be 43 identified with the name and telephone number of the licensee displayed on both sides of the vehicle in a 44 conspicuous place as designated by the office.
