12 Section 200.02 of the Saint Paul Legislative Code is amended to read as follows:

14Sec. 200.02. License required.

16 No person shall own, harbor, keep or maintain in the City of Saint Paul any dog over three (3) months of age without
17 a license. Such license shall be available for purchase at the Saint Paul Animal Control Facility and at the Office of
18 License, Inspecrions and Environmental Protection (LIEP). Veterinarians, pet shops, animal facili6es and pet
19 grooming facilities who provide a service for dogs may also act as deputy license vendors. Procedures for tfie
20 issuance of such licenses shall be established by LIEP. Such establishments shall be required to inform their clients
211hat the City of Saint Paul requires that all dogs be licensed. A license is required if the dog is owned, harbored, kept
22 or maintained for three (3) consecutive days or more, except that no license shall be required for dogs whose owners
23 are tempararily within the city, nor to dogs brought into the city for the purpose of participating in any dog show.
24Any properly identified service dog which aids persons who aze totally or partially blind or deaf ar have physical or

There is a proposal to change the title of Chapter 347 from "Pet Shops" to "Pet
Shops/Animal Facilities." This ordinance includes animal facilities as
ermissible deputy license vendors for dog licenses along with pet shops (and
also veterinarians and pet grooming facilities).
VANTAGES IF APPROVED:

facilities,'° a new type of business under a proposed change to the title of
Chapter 347,
ISADVANTAGES IF APPROVED:
