13 Chapter 200A2 of the Saint Paul Legislative Code is hereby amended to read as follows:

16 Chapter 200. Animals

18 Sec. 200.01. Defmitions.

20 As used in this chapter, unless the context otherwise indicates:
21
22 Animal sha11 mean any individual member of any of the species of birds, fish, amphibians, reptiles, insects,
23 arachnids, crustaceans or mammals except homo sapiens.
24Animal control supen�isor shall mean the animal control supervisor of the City of Saint Paul or designee.
25
26 Dog shall mean any male or female of any breed of domesticated dog.
27
28 Environmental health officer sha11 mean the environmental health o�cer ar inspector of the City of Saint Paul.
29
30 Owner shall mean the license holder ar any other person or persons, firm, association or corparation owning,
31 keeping or harboring an animal. Any person keeping or harboring an animai for five (5) consecutive days shall, for
32 the purposes of this chapter, be deemed to be an owner thereof.
33
34 Runnzng at large shall mean any auiuial which is not either:

1 (1) Effectively contained within a fenced area on private property; or

Effectively restrained, by chain or leash, to private property with the consent of the properry owner; or
Effectively restrained by a chain or leash not exceeding six (6) feet in length.
8 Sec. 200.02. License required.

10 No person shall own, hazbor, keep or maintain in the City of Saint Paul any dog over three (3) months of age
11 without a license. Such license shall be available for purchase at the Saint Pau1 Animal Control Facility and at the
120ffice of License, Inspections and Environmental Protection (LIEP). Veterinarians pet shops and pet groqming
13 facilities who provide a service for dogs may also act as deputy license vendors. Procedures for the issuance of such
141icenses shall be established by LIBP. Such establishments shall be required to inform their clients that the City of
15 Saint Paul requires that a11 dogs be licensed. A license is required if the dog is owned, harbored, kept or maintained
16 for three (3) consecutive days or more, except that no license shall be required for dogs whose owners aze
17 temporarily within the city, nor to dogs brought into the city for the purpose of participafing in any dog show. Any
18 properly identified service dog which aids persons who are totally or partially blind ar deaf or haue physical or
19 sensory disabilities shall be issued a dog license at no ck�arge upon providing proof of certification of training as a
20 service dog.

II3ITIATING PROBLEM, ISSUE, OPPORTUNITY (Who, What, When, Where, Why):
significant number of dogs in Saint Paul are not properly licensed;
therefore, revenue generated from dog licenses does not cover the cost for
nforcement. Dogs seized from animal control officers are often put to sleep
nnecessarily because the owners cannot be contacted.
VANTAGES IF APPROVED:
This unique public/private partnership is intended to increase the number of
og licenses issued; this will generate more revenue and allow animal control
officers to contact dog owners and reduce the number of dogs being put to
sleep.
ISADVANTAGES IF APPROVED:
one apparent.
ISADVANTAGES IF NOT APPROVED:
evenue from dog licenses will remain lower than the cost of enforeement; dogs
ill continue to be put to sleep unnecessarily.
