An ordinance amending Chapter 370 of the Saint
Paul Legislative Code correcting obsolete
references and reducing the journeyman
examination fees for trades other than
plumbers
THE COUNCIL OF THE CITY OF SAINT PAUL DOPsS ORDAIN:
Section 1
Section 370.01 of the Saint Paul Legislative Code is hereby amended
to read as follows:
Sec. 370.01. Procedures; definitions.
The provisions of Chapter 310 of the St. Paul Legislative
Code, entitled, "Uniform License Procedures," shall where
appropriate be applicable to this chapter, except that certain
terms shall be defined as follows:
Building official. Wherever the term "building official" is
used in Chapter 310 and in this chapter, it shall be held to mean
Inspector. Wherever the word "inspector" is used in Chapter
310, it shall be held to mean the building official or his
designee.
License or permit. wherever the word ��license" or the word
"permit" is used in Chapter 310, it shall be held to mean the
building trades certificate of competency as provided in this
chapter.
Division. Wherever the word "division" is used in Chapter
310 and in this chapter, it shall be held to mean the �-�*-

Section 2
Section 370.05 of the Saint Paul Legislative Code is hereby
amended to read as follows:
Sec. 370.05. General requirements.
(a) Application. Any person submitting an application for a
certificate of competency shall be at least eighteen (18) years
of age. The application shall be submitted to the building
of£icial in such form and contain such information as the
building official may require, but shall contain a detailed
statement of the applicant's training and e�erience. The
application shall be made under oath.
(b) Examination. Each applicant shall be required to submit
to an examination as to the applicant's qualifications and
competence in the work for which a certificate of competency is
desired. Said examination shall be given by a board of examiners,
as provided in this chapter, and sha11 be qiven at a time and
place as the board may select.
(c) Examination fees:
Master plumber . . . . $75.00
Sourneyman plumber . . . _ 75.00
All others:
Master . . . . 75.00
Journeyman . . . . �5: '
Examination fees are not refundable.
Section 3
Section 370.07 of the Saint Paul Legislative Code is hereby
amended to read as follows:
Sec. 370.07. Duties of boards
(a) Requirements; examinations. Each board of examiners
shall prescribe reasonable requirements as to experience,
Craining and ability of the applicants, subject to the approval
of the director of the °�`�'��

shall formulate and hold all examinations of the applicants,
whether written, oral or practical, or a combination thereof,
subject to the approval of the director of the

and experience to enable hi , � to safely, competently and
properly engage in or work at business or trade for which a
certificate of competency is desired. Each board may, in the
event it is necessary or desirable to differentiate between
levels of experience, skill, training, knowledge and ability,

place classifications or conditions upon said certificates, or
recommend the issuance of different classes of certificates of
competency, subject to the approval of the said director.
Existing classifications of certificates of competency may be
retained.
(b) Recommendation. Each such board shall, after testing and
evaluation of the applicant, make a recommendation that the
applicant be issued or denied a building trades certificate of
competency, and such recommendation shall be communicated to the
building official, upon whom the recommendation is binding.
(c) Meetings, when heZd. Each board shall meet upon the call
of the building official or his designee.
Section 4
Section 370.09 of the Saint Paul Legislative Code is hereby
amended to read as follows:
See. 370.09. Certificate fees.
In the event the board recommends that the certificate of
competency be issued, the building official shall issue said
certificate or class of certificate

Section 5
Section 370.11 of the Saint Paul Legislative Code is hereby

Sec. 370.11. Renewal; reinstatement.
Each holder of a certificate of competency shall be entitled
to a renewal of said certificate upon payment of the �ce
��",;. � fee required in section 380.09. The holder of an expired
certificate of competency shall be entitled to renewal of said
certificate upon payment of the issuarrce ;`_�� fee required by
section 370.09 together with the late fee required by section
370.10. The holder of an expired certificate of competency,
which certificate has been expired for more than one (1) year,
shall be required to make application and pay the examination fee
required by section 37�.�5 and shall be examined as to his
qualifications and competence in the same manner as new
applicants. Such holder, after successful re-examination, sha11
be required to pay only the issuance €�'`�'""� fee under section
370.09.
Section 6
Section 370.17 of the Saint Paul Legislative Code is hereby
amended to read as follows:
Sec. 370.17. Apprentices; registration; supervision.
(a) Definition. Zas used in this section, "apprentice" means
a person undergoing training and instruction through a program

recognized by the State of Minnesota Department of Labor and
Industry, Division of Apprenticeship.
(b) Registration required. Every apprentice employed at a
building trade who works on any building or structure within the
City of Saint Paul shall be registered with the ck
of the City of Saint Paul.
(c) Supervision. An apprentice shall work only under the
direct supervision of a master or journeyman certificate of
competency holder.
Section 7
This ordinance shall take effect and be in force thirty (30) days
following its passage, approval and publication.

The examination fees for Journeyman "Certificate of Competency" was increased to $75.00 in
1995 along with all other examination fees. A reduction in the Journeyman Certificate is
requested to keep the fees uniform with the City of Minneapolis.

Fees for examinations will be the same for both Minneapolis and Saint Paul.
