Metropolitan State University (MSU) owns the property and intends to lease it to the Minnesota Department of Agriculture (MDA). MDA pians to construct a greenhouse and intends to grow the types of plants that can support desirable pests in order to control undesirable pests. MDA states that adequate greenhouse facilities are essential in order to grow the appropriate plant material to support populations of plant pests and biological control agents and maintain conditions experienced by indoor plants. The term biological control refers to the use of living organisms (in this case insects or mites) to control other harmful or less desirable pests. For example biological efforts have succeeded in controlling piant pests in several public buiidings and private settings including Como Park Conservatory, Minnesota Landscape Arboretum, Mall of America, Rosedale Mall, and Hennepin County Hospital. The MDA and MSU will be cooperating in the greenhouse project to raise biological control agents. The greenhouse will have five sections and a head house. Each of the sections wili house one set of beneficiaUpest orgazusms. The head house will serve as a prep room as well as a reception azea for up to 20 visitors. One fuli time employee will be present Monday through Friday and on some weekends. School groups already visit MDA's biocontrol labaratory without a greenhouse. The rezoning is in conformance with the comprehensive plan. One of the development strategies of the Lower Dayton's Bluff Small Area Plan states, "azea social service agencies and schools should coordinate their efforts to address the human service, education, and employment needs of neighborhood households and promote community stability." #26, p.13 In addition,.one of the policies of the Economic Development Strategy states, "the City should periodically review its zoning regulations and amend them as necessary to keep current with technological and economic changes affecting the nature of business activity." #28, p.17 � 3. The rezoning is consistent and compatible with the way the azea has developed and will not have an adverse impact on the surrounding azea The rezoning wi11 allow the property which is owned by the university to be developed for university/state purposes. B-2 zoning is a more appropriate for this site than B-3 zoning because it is the same zoning as the rest of the developed portion of the university property. . 4. Staff recommended approval of the petition to rezone the property from P-1 to B-2, based on findings 1 through 4 of the staff report. � One letter of opposition was received. The Dayton's Bluff Center for Civic Life voted to support the rezoning petition. Dan Kirk, Associate Vice President for Administration and Finance for Metro State, the applicant, introduced Dr. Dharma Sreenivasam, ➢epartment of Agriculture, who could speak to information related to the program. Mr. Kirk indicated that trie request is supported by the immediate neighbors, including the church, church school, and the home adjacent to the property. Commissioner Kramer asked how long the greenhouse is projected to be at that location. Mr. Kirk responded that Metro State rias not yet completed the lease agreement with the Department of Administration for Agriculture, but anticipates it to be a 20-30 year lease, with the understanding that if the Department of Aariculture were to discontinue the program that Metro State would have the option to discontinue the greenhouse. Commissioner Kramer referenced the letter of opposition received from Patricia Johnson, 700 East Sixth Street, regarding parking concerns. Mr. Kirk confirmed that the proposed site is not currently being used for parking, so no parking would be lost as a result of the proposed use. Commissioner Faricy asked what the greenhouse would be constructed of. Dr. Sreenivasam, Department of Agriculture, Biological Coatrol Program, responded that the greenhouse will be a polycarbonate double-wall insulated � material which does not require paint. �r q�-9�y + s � Commissioner Wencl questioned whetrier the bugs proposed would be ones the neighbors would appreciate as they would kill pests that they have. Dr. Sreenivasm responded that the purpose of the program is to generate enosgh good bugs to combat the bad bugs, but more importantly to use them in home situations where there are enclosed gpaces, and interior plantscapes, whereas, currently infestation is controlled by spraying which is inhaled by occupants in an enclosed atmosphere. This program is an attempt to educate homeowzers of alternative methods. He pointed out triat the Mall of America is prohibited from the use of chemicals inside the mall because of the presence of live animals. The biological control work done there have become self-sustaining populations that balance each other. He noted in response to an inquiry that bugs can be recycled. Commissioner Chavez asked about securiCy and questioned what measures would be taken i£ bugs were released due to vandalism. Mr. Kirk responded that the university has on-site patrols, a security service and electronic security which is a 24-hour system. Dr. Sreenivasm pointed out that because the greenhouse is made of poly-carbonate that it would not shatter. However, in the case of a break and insects were released that all insects are such found in all our backyards and wouldn't be dangerous, but would congregate in neighboring plants. Metro East will address the issue of vandalism to the extent possible. No one spoke either in support or opposition. The public hearing was closed. Commissioner Kramer moved approval of the peti.tion to rezone the property from P-1 to S-2. Commissioner Gurney seconded the moCion. The motion carried on a unanimous voice vote of 8 to 0. The term biological control refers to the use of living organisms (in this case insects or mites) to control other harmful or less desirable pests. For example biological efforts have succeeded in controlling piant pests in several public buiidings and private settings including Como Park Conservatory, Minnesota Landscape Arboretum, Mall of America, Rosedale Mall, and Hennepin County Hospital. The MDA and MSU will be cooperating in the greenhouse project to raise biological control agents. The greenhouse will have five sections and a head house. Each of the sections wili house one set of beneficiaUpest orgazusms. The head house will serve as a prep room as well as a reception azea for up to 20 visitors. Mr. Kirk indicated that trie request is supported by the immediate neighbors, including the church, church school, and the home adjacent to the property. Commissioner Kramer asked how long the greenhouse is projected to be at that location. Mr. Kirk responded that Metro State rias not yet completed the lease agreement with the Department of Administration for Agriculture, but anticipates it to be a 20-30 year lease, with the understanding that if the Department of Aariculture were to discontinue the program that Metro State would have the option to discontinue the greenhouse. Commissioner Kramer referenced the letter of opposition received from Patricia Johnson, 700 East Sixth Street, regarding parking concerns. Mr. Kirk confirmed that the proposed site is not currently being used for parking, so no parking would be lost as a result of the proposed use. Commissioner Faricy asked what the greenhouse would be constructed of. Dr. Sreenivasam, Department of Agriculture, Biological Coatrol Program, responded that the greenhouse will be a polycarbonate double-wall insulated � material which does not require paint. �r q�-9�y + s � Commissioner Wencl questioned whetrier the bugs proposed would be ones the neighbors would appreciate as they would kill pests that they have. Dr. Sreenivasm responded that the purpose of the program is to generate enosgh good bugs to combat the bad bugs, but more importantly to use them in home situations where there are enclosed gpaces, and interior plantscapes, whereas, currently infestation is controlled by spraying which is inhaled by occupants in an enclosed atmosphere. This program is an attempt to educate homeowzers of alternative methods. He pointed out triat the Mall of America is prohibited from the use of chemicals inside the mall because of the presence of live animals. The biological control work done there have become self-sustaining populations that balance each other. He noted in response to an inquiry that bugs can be recycled. Commissioner Chavez asked about securiCy and questioned what measures would be taken i£ bugs were released due to vandalism. Mr. Kirk responded that the university has on-site patrols, a security service and electronic security which is a 24-hour system. Dr. Sreenivasm pointed out that because the greenhouse is made of poly-carbonate that it would not shatter. However, in the case of a break and insects were released that all insects are such found in all our backyards and wouldn't be dangerous, but would congregate in neighboring plants. Metro East will address the issue of vandalism to the extent possible. No one spoke either in support or opposition. The public hearing was closed. Metropolitan State University (MSU) owns the property and intends to lease it to the Minnesota Department of Agriculture (MDA). MDA pians to construct a greenhouse and intends to grow the types of plants that can support desirable pests in order to control undesirable pests. MDA states that adequate greenhouse facilities are essential in order to grow the appropriate plant material to support populations of plant pests and biological control agents and maintain conditions experienced by indoor plants. The term biological control refers to the use of living organisms (in this case insects or mites) to control other harmful or less desirable pests. For example biological efforts have succeeded in controlling piant pests in several public buiidings and private settings including Como Park Conservatory, Minnesota Landscape Arboretum, Mall of America, Rosedale Mall, and Hennepin County Hospital. The MDA and MSU will be cooperating in the greenhouse project to raise biological control agents. The greenhouse will have five sections and a head house. Each of the sections wili house one set of beneficiaUpest orgazusms. The head house will serve as a prep room as well as a reception azea for up to 20 visitors. One fuli time employee will be present Monday through Friday and on some weekends. School groups already visit MDA's biocontrol labaratory without a greenhouse. The rezoning is in conformance with the comprehensive plan. One of the development strategies of the Lower Dayton's Bluff Small Area Plan states, "azea social service agencies and schools should coordinate their efforts to address the human service, education, and employment needs of neighborhood households and promote community stability." #26, p.13 In addition,.one of the policies of the Economic Development Strategy states, "the City should periodically review its zoning regulations and amend them as necessary to keep current with technological and economic changes affecting the nature of business activity." #28, p.17 � 3. The rezoning is consistent and compatible with the way the azea has developed and will not have an adverse impact on the surrounding azea The rezoning wi11 allow the property which is owned by the university to be developed for university/state purposes. Dan Kirk, Associate Vice President for Administration and Finance for Metro State, the applicant, introduced Dr. Dharma Sreenivasam, ➢epartment of Agriculture, who could speak to information related to the program. Mr. Kirk indicated that trie request is supported by the immediate neighbors, including the church, church school, and the home adjacent to the property. Commissioner Kramer asked how long the greenhouse is projected to be at that location. Mr. Kirk responded that Metro State rias not yet completed the lease agreement with the Department of Administration for Agriculture, but anticipates it to be a 20-30 year lease, with the understanding that if the Department of Aariculture were to discontinue the program that Metro State would have the option to discontinue the greenhouse. Commissioner Kramer referenced the letter of opposition received from Patricia Johnson, 700 East Sixth Street, regarding parking concerns. Mr. Kirk confirmed that the proposed site is not currently being used for parking, so no parking would be lost as a result of the proposed use. Commissioner Faricy asked what the greenhouse would be constructed of. Dr. Sreenivasam, Department of Agriculture, Biological Coatrol Program, responded that the greenhouse will be a polycarbonate double-wall insulated � material which does not require paint. �r q�-9�y + s � Commissioner Wencl questioned whetrier the bugs proposed would be ones the neighbors would appreciate as they would kill pests that they have. Dr. Sreenivasm responded that the purpose of the program is to generate enosgh good bugs to combat the bad bugs, but more importantly to use them in home situations where there are enclosed gpaces, and interior plantscapes, whereas, currently infestation is controlled by spraying which is inhaled by occupants in an enclosed atmosphere. This program is an attempt to educate homeowzers of alternative methods. He pointed out triat the Mall of America is prohibited from the use of chemicals inside the mall because of the presence of live animals. The biological control work done there have become self-sustaining populations that balance each other. He noted in response to an inquiry that bugs can be recycled. Commissioner Chavez asked about securiCy and questioned what measures would be taken i£ bugs were released due to vandalism. Mr. Kirk responded that the university has on-site patrols, a security service and electronic security which is a 24-hour system. Dr. Sreenivasm pointed out that because the greenhouse is made of poly-carbonate that it would not shatter. However, in the case of a break and insects were released that all insects are such found in all our backyards and wouldn't be dangerous, but would congregate in neighboring plants. Metro East will address the issue of vandalism to the extent possible. No one spoke either in support or opposition. The public hearing was closed. Metropolitan State University (MSU) owns the property and intends to lease it to the Minnesota Department of Agriculture (NIDA). t�IDA plans to construct a greenhouse and intends to grow the types of plants that can support desirable pests in order to control undesirable pests. NIDA states that adequate greenhouse facilities are essential in order to grow the appropriate plant material to support populations of plant pests and biological control agents and maintain conditions erperienced by indoor plants. The term biological control refers to the use of living organisms (in this case insects or mites) to control other harmful or less desirable pests. For example biological efforts have succeeded in controlling plant pests in several public buildings and private settings including Como Park Conservatory, Minnesota Landscape Arboretum, Mall of America, Rosedale Mall, and Hennepin County Hospital. The I�IDA and MSU will be cooperating in the greenhouse project to raise biological control agents. The greenhouse will have five sections and a head house. Each of Che secCions will house one set of beneficial/pest organisms. The head house will serve as a prep room as well as a reception area for up to 20 visitors. One full time employee will be present Monday through Friday and on some weekends. School groups already visit NIDA's biocontrol laboratory without a greenhouse. The proposed greenhouse will provide hands on experience to students, homeowners, and small businesses who can then use the information in their homes and offices. I+IDA anticipates 2-3 visits from school groups per week. MSU has agreed to a11ow parking of buses in their parking lot to avoid any congestion on Maria Avenue. Photographs of the pests to control and the biological agents are attached to this report along with a detailed description of each. � 2. The rezoning is in conformance with the comprehensive plan. One of the development strategies of the Lower Dayton�s Bluff Small Area Plan states, "area social service agencies and schools should aoordinate their efforts to address the human service, education, and employment needs of neighborhood households and promote community stability." #z6, p.13 In addition, one of the policies of the Economic Development Strategy states, "the City should periodically review its zoning regulations and amend them as necessary to keep current with technological and economic changes affecting the nature of business � Zoning File #97-117 Page Three activity." #28, p.17 3. The rezoning is consistent and compatible with the way the area has developed and will not have an adverse impact on the surrounding area, The rezoning will allow the property which is owned by the university to be developed for university/state purposes.
