4 The Council of the City of Saint Paul does ordain that Saint Paul I.egislative Code Section 43.03
5 shall be amended to read as follows:

9 Section 43.02. Definitions.

11 For the purposes of this chapter, the following terms shall have the meanings ascribed to them in
12 this section.

14 (3) Owner: Those shown to be the owner or owners on the records of the Ramsey County
15 Department of Properry Tucation, e� those identified as the owner or owners on a vacant building
lb registration form, holder of an unrecorded contract for deed, a mortgaeee or vendee in possession, a
17 mortga¢or or vendor in possession, assi�nee of rents, receiver, executor, trustee, lessee, other
18 pezson, fnm or co,r�oration in control of the freehold of the premises or lesser state therein._ Any
19 such person shall have a joint and several obligation for compliance with the provisions of this

collection of the vacant building registration fee. It makes enforcement of this
ordinance difficult. � �������
