Chapter 376 of the Saint Paul Legislative Code }� hereby amended as follows:
Sec. 376.05. Public convenience and
(a) Number of licenses. The authorized ber of taxicab licenses sha11 be one hundred and
twenty-four (124)
(b) Additional license. No additio public vehicle licenses
shall hereafter be ssued unless the city council, after a public hearing, sha11 by
resolution declare that public c nvenience and necessity require that additional public vehicle
licenses be issued.

so long as all other provisions of this chapter are fixlfilled.
(2) Failure to apply for renewal of any public vehicle license within tlurty (30) days after
expiration shall be deemed an abandonment of the licensee's right to such renewal.

(3) It shall be the duty of the license inspector to make an annual report to the city cou�fl
during the month of May each calendar year. Said report shall contain the license insJ�ctor's
recommendations regazding public convenience and necessity for additional licens�s and whether
there aze any abandoned licenses that are available for issuance to qualified applYCants.
(e) Six-month Zicense. The city council may by resolution determine that the'public convenience
and necessity require a greater number of licensed taxicabs during the wi� ter months
commencing October 15 and ending April 15 of the following yeaz and pon such a finding issue
additional public vehicle licenses for the aforesaid sis-month period. y taaticab license issued

for the six-month period shall eapire on April 15 and may be renew d on the following October
15 without an additional finding of necessity if a11 other requirem ts of this chapter aze
fulfilled.
Section 2
This ordinance sha11 take effect and be in force
