Public convenience and (a) Number of licenses. The authorized ber of taxicab licenses sha11 be one hundred and twenty-four (124) (b) Additional license. No additio public vehicle licenses shall hereafter be ssued unless the city council, after a public hearing, sha11 by resolution declare that public c nvenience and necessity require that additional public vehicle licenses be issued. (c) Basis for dete� the licensing of ai council sha11 take require additional congestion and de whether the safe by the grantin of minati n. In determining whether public convenience and necessity require ditio public vehicles for which application may be made, the city int consideration whether the demands of public convenience and necessity p lic vehicles within the City of Saint Paul; the increased traffic and for increased parking space upon the streets of the city which may result; se of the streets by the public, both vehicular and pedestrian, will be preserved such additionallicenses; and such other relevant facts as the city council may deem advisa e or necessary. (d) Re�kwals; abandonment: authorized number of public vehicle licenses may be renewed annually by the license so long as all other provisions of this chapter are fixlfilled. (e) Six-month Zicense. The city council may by resolution determine that the'public convenience and necessity require a greater number of licensed taxicabs during the wi� ter months commencing October 15 and ending April 15 of the following yeaz and pon such a finding issue additional public vehicle licenses for the aforesaid sis-month period. y taaticab license issued t ti for the six-month period shall eapire on April 15 and may be renew d on the following October 15 without an additional finding of necessity if a11 other requirem ts of this chapter aze fulfilled.
