Code Chapter 66. Dear Council Member Megard: Attached please fmd a draft ordinance amending the Saint Paul Sign Ordinance, Legislative Code § 66.214(a). As your requested, the language of the draft amended ordinance is designed to limit the number of advertising signs in the City to their present number. This appears to be the goal of Scenic Minnesota as indicated in their letter to you dated November 18, 1997. You will note that I have not, as yet, approved the draft ordinance as to form. However, under cover of a separate letter and pursuant to Saint Paul Administrative Code § 3A2(3), I will file with the Ciiy Clerk a statement of the reasons why the draft ordinance, in its present form, may be insufficient. My doing so will a11ow you to introduce the draft ordinance in its present form at the councii session set for November 26, 1997. Doing so will a11ow the City Attorney's Office to more thoroughly reseazch the subject matter of the draft amendment. Due to the impact of the holiday season on the schedule of council sessions, the City Attorney's Office cannot thoroughly reseazch this matter and advise the Council as to the form and sufficiency of the draft ordinance today. It may be likely that additional amendments to the Saint Paul5ign Ordinance will become necessary. Introduction of the proposed draft amendment tomorrow will allow for the number of readings required under Saint Paul City Charter § 6.05 and will fixrther provide that the ordinance will be available in its final form for one week prior to its final adoption during your term as Fourth Ward Council Member.
