Penalty; Eaception for fines paid early. 23o person shall stop, stand or pazk or cause to stop, stand or park any vehicie in any piace in violation of the rules and regulations of this chapter. Any such violation shall be a misdemeanor, except that the maximum penalty for any violation of a rule or regulation of this chapter is a fine of fifteen dollazs (�15.00j if the fine is paid in the traffic violations bureau within one (1) week of the date of the viola6on. Why�: Passage of the a6ove reference ordinance would: Set in motion the events contemplated when the 1996 Genexal Fund and Parking and Transit Fund budgets wexe proposed and adopted, increase revenues to the General Fund by over $300,000 on an annual basis and by a proportionate amount for the remainder of 1996, implement the decision to increase the fine to $15 already made by the City Council as part of the 1996 budget process, help to offset the cost of parking enforcement, help deter those individuals that readily violate the parking ordinance, and increase the turnover at the City's parking meters. ADVANTAGES IFAPPROVED: Improved compliance with parking ordinances, implementation of the Mayor's and City Council' budget decisions, and increased revenue for the General Fund. DISADYANTA6ES If APPROYED. There may be some discontent among violators, but this should be offset by the business people who encourage turnover at the parking meters.
